3/4 9-1 AMENDMENT NO. 50 , 91 REFUELING OPERATIONS 3/4.9.12 FUEL HANDLING BUILDING VENTILATION SYSTEM

LIMITING CONDITION FOR OPERATION

3.9.12 Two independent fuel handling building ventilation systems shall be OPERABLE.

APPLICABILITY: Whenever irradiated fuel is in the spent fuel pool.

ACTION: a. With one fuel handling building ventilation system inoperable, fuel movement within the spent fuel pool or crane operation with loads

over the spent fuel pool may proceed provided the OPERABLE fuel handling building ventilation system is capable of being powered from an OPERABLE emergency power source and is in operation and discharging through at least one train of HEPA filters and charcoal adsorbers.

b. With no fuel handling building ventilation system OPERABLE, suspend all operations involving movement of fuel within the spent fuel pool or crane operation with loads over the spent fuel pool until at least one fuel handling building ventilation system is restored to OPERABLE status.

c. The provisions of TRM LCO 3.0.4 are not applicable. (DRN 04-1191, Am. 91)

SURVEILLANCE REQUIREMENTS 4.9.12 The above required fuel handling building ventilation systems shall be

demonstrated OPERABLE:

a. At least once per 31 days on a STAGGERED TEST BASIS by initiating, from the control room, flow through the HEPA filters and charcoal adsorbers and verifying that the system operates for at least 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> continuous with the heaters on.
a. At least once per 18 months by:
1. Verifying that on a high radiation test signal, the system automatically starts (unless already operating) and draws flow through the HEPA filters and charcoal adsorber banks.
2. Verifying that the system maintains the spent fuel pool area at a negative pressure of greater than or equal to 1/2-inch water gauge relative to the outside atmosphere during system operation

APPLICABILITY: During CORE ALTERATIONS. ACTION: When direct communications between the control room and personnel at the refueling station cannot be maintained, suspend all CORE ALTERATIONS. SURVEILLANCE REQUIREMENTS 4.9.5 Direct communications between the control room and personnel at the refueling station shall be demonstrated within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> prior to the start of and at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> during CORE ALTERATIONS.
