UNIVERSITY OF MISSOURI AT COLUMBIA - REQUEST FOR ADDITIONAL INFORMATION REGARDING THE RENEWAL OF FACILITY OPERATING LICENSE NO. R-103 FOR THE UNIVERSITY OF MISSOURI AT COLUMBIA RESEARCH REACTOR (TAC NO. ME1580)

Dear Mr. Butler:

The U.S. Nuclear Regulatory Commission (NRC) is continuing its review of your application for the renewal Facility Operating License No. R-103, dated August 31, 2006 (a redacted version of the application is available on the NRCs public web site at www.nrc.gov under Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML062540114 - cover letter; ML092110573 - Safety Analysis Report, Chapters 1-9; ML092110597 - Safety Analysis Report, Chapters 10-18), as supplemented, for the University of Missouri - Columbia Research Reactor. During our review, questions have arisen for which additional information is needed.

The enclosed request for additional information (RAI) identifies the additional information needed to complete our review. We request that you provide responses to the enclosed RAI within 45 days from the date of this letter.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.30(b), you must execute your response in a signed original document under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4, Written communications. Information included in your response that is considered sensitive or proprietary, that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding. Any information related to security should be submitted in accordance with 10 CFR 73.21, Protection of Safeguards Information: Performance requirements. Following receipt of the additional information, we will continue our evaluation of your renewal request.

R-103; DOCKET NO. 50-186 The NRC is continuing its review of your application for the renewal of Facility Operating License No. R-103, dated August 31, 2006 (a redacted version of the application is available on the NRCs public web site at www.nrc.gov under ADAMS, Accession Nos.: ML062540114 - cover letter; ML092110573 - SAR, Chapters 1-9; ML092110597 - SAR, Chapters 10-18), as supplemented, for the University of Missouri - Columbia Research Reactor. During our review, questions have arisen for which additional information is needed. The enclosed request for additional information (RAI) identifies the additional information needed to complete our review.

We request that you provide responses to the enclosed RAI within 45 days from the date of this letter.

1. The MURR license renewal application (LRA) SAR was submitted August 31, 2006.

Changes to the facility since that time have been summarized in the MURR Annual Reports, but detailed information, including any relevant safety analyses, updated SAR sections, or results of any reviews of those changes performed in accordance with the requirements of 10 CFR 50.59, have not been provided. NUREG-1537, Section 1.8, Facility Modifications and History, provides guidance that signficant modifications to the facility should be provided in the LRA.

a. Provide a list of the significant changes to the MURR facility since the submittal of the LRA in August 2006.
b. Provide a description of the review/approval process for the implementation of the significant facility changes (i.e., 50.59, License Amendment, etc.).
c. Provide a copy of the safety analysis, 50.59 review checklist/evaluation, and/or any updated SAR information for the significant facility changes. If not applicable, state the basis for the determination.
d. Provide the relevant review information (50.59 review, safety analyses, updated SAR information) for the iodine facility.
2. The proposed MURR Technical Specifications (TS) (see letter dated January 27, 2014, ADAMS Accession No. ML14030A132), TS 5.2, Reactor Coolant Systems, Exceptions Specifications a and b, do not have supporting information in the SAR necessary to justify the TS Bases for each. Provide support information to explain the basis for TS 5.2, Exception a and b, or justify why no change is necessary.
