Written communication as specified by 10 CPR 73.4 regarding changes to the University of Missouri-Columbia Research Reactor Physical Security P,lan that was previously submitted in response to "University of Missouri at Columbia-Request for Additional Information Regarding Physical Security Plan Review For Renewal of Facility Operating License No. R-103 for the University of Missouri at Columbia Research Reactor (TAC No. ME1580)" as a part of the process to renew Amended Facility Operating License No. R-103 On August 31, 2006, the University of Missouri-Columbia Research Reactor (MURR) submitted a request to the U.S. Nuclear Regulatory Commission (NRC) to renew Amended Facility License No. R-103.

On October 8, 2013, MURR submitted a revised version of the Physical Security Plan (PSP) to the NRC as part of the license renewal process. The revised PSP consisted of the current, NRC-approved Security Plan (Original Issue date of June 10, 1983 with a re-issue date ef December 12, 2002, through Revision No. 15) with the following major changes: (1) Incorporation of the Interim Compensatory Measures (ICM) for MURR, as approved by the* NRC by letter dated October 28, 2002 (addressed in Confirmatory Action Letter, CAL No. NRR-02-004), and fully implemented by MURR, by letter to the NRC dated April 14, 2003; (2) incorporation of the latest revision to 10 CPR 73.57, "Requirements for criminal history records checks of individuals granted unescorted access to a nuclear power facility, a non-power reactor, or access to Safeguards Information;" (3) removal of certain superseded security requirements; and (4)

Enclosures transmitted herewith contain Safeguards Information. When . separated from enclosures, this document is decontrolled.

Safeguards Information - Modified Handling incorporation of comments from the May 7, 2013 meeting at MURR with Elizabeth Reed, Security Liaison for the Research and Test Reactors Oversight Brach of the Division of Policy and Rulemaking.

On September 14, 2015, the NRC requested additional information following their review of the revised PSP in the form of fifteen (15) questions.

On December 2, 2015, MURR responded to the fifteen ( 15) questions.

On November 14, 2016, MURR and NRC staff discussed changes to proposed renewal license No. R-103. Based on the changes to proposed renewal license No. R-103, a revision was required to the PSP that was previously submitted to the NRC on December 2, 2015. Attached is a*

summary of the changes and the revised PSP.

The enclosed envelope contains correspondence that has been classified as SAFEGUARDS INFORMATION as per 10 CFR 73.21(b)(l). Pursuant to 10 CFR 2.390, we request that this correspondence be withheld from public disclosure. No person may have access to SAFEGUARDS INFORMATION unless the person has an established "need to know" for this information and is authorized per 10 CFR 73 .21.

Please deliver the enclosed envelope, which contains SAFEGUARDS INFORMATION, to the addressee (Beth Reed) on the envelope. The envelope is clearly marked: "Attention: Beth Reed, Withhold from Public Disclosure Under 10 CFR 2.390." If this person is no longer employed at your facility or will be absent for an extended period of time, please call (573) 882-5296 for the correct disposition of these materials.
