Re: NRC Invitation to SONGS Discussion Thank you, Mr. Anderson, Yes, I will attend the small group discussion on June 121h at 9AM re: process issues concerning NRC review (rather than technical analysis of San Onofre issues); and since process IS the focus, the small group discussion formats already need discussion.
More productive, frank and transparent dialogue can take place when members from each of the small groups are able to sit down and discuss with the other groups. Video-taping and webcasting can also enable the broadest cross-section of concerned residents, officials and the economic sector to evaluate and participate in an open process of democracy.
Likewise, there should be a balance in the discussion groups of state elected officials; local elected officials; and economic development, energy, and local union/building and trade representatives who actually represent residents and groups concerned about San Onofre nuclear plant's safety issues; and not only those directly (or indirectly) receiving political contributions and/or philanthropic funding and donations from SC Edison or Edison International. Representatives of groups with conflicts of interest will prevent the NRC from obtaining a clear "reading" from the nuclear plant's stakeholders, constituency and the public-at-large. Distortions will be counter-productive. Several cases in point:
- Already, there are some southland city council members who've voiced concerns about San Onofre in public meetings, and have not been invited to these discussions;
- There are some 191 city governments in the region and associated chambers of commerce in those cities. SCAG-Southern California Association of Governments has and has had SCE affiliations and support.
- California's "Open Meeting Law" (The Brown Act) requires that public business be conducted in public .
. . . .The act requires local governmental bodies to give notice of their meetings, describe the business they intend to transact in advance of taking action, receive citizen input and, with limited exceptions, publicly reach a decision. . . . enforcement of various laws regulating and safeguarding political and governmental process, include: campaign financing disclosure; conflict of interest; corruption, e.g.

- From the last NRC public meeting in Capistrano Beach, hundreds of union workers and their families in union T-shirts with gift bags came to "root" for SCE, and when questioned, many knew absolutely nothing about the nuclear power plant or its issues.
- After an NRC meeting when we voiced concerns for U.S. Marine Corps families living in San Onofre near the plant, the following week $10,000 was presented to their youth group from SCE.

- Business groups and chambers of commerce in past NRC meetings repeat scripted mantras that their businesses are in jeopardy if power is unreliable; even as the CAISO, SCE, SDG&E have energy efficiency, energy conservation and electricity rate reductions and incentives ready for large business' power reduction and conservation (in particular, the military installations of San Diego County;) and how about those elusive synchronous condensers??
I'm hopeful that the NRC process for the discussion groups will keep these realities in perspective; as the serious decisions of the NRC technical staff are based upon the technical content analyses of San Onofre nuclear's on-going SAFETY issues; that is, the replacement steam generators' flawed designs, fabrication changes, and the root causes not being fixed!
It is a humbling responsibility to help represent the SAFETY concerns of thousands of people; plus realizing the millions of people represented by officials in Los Angeles, Orange County, Riverside, San Bernardino and San Diego Counties; and the state and nation by Senator Barbara Boxer and the U.S.
Senate Committee on Environment and Public Works; plus, the ASLB's recent ruling. All realize that we the people, our precious California environment, and our economy MUST NOT BE EXPERIMENTED WITH.

On behalf of the U.S. Nuclear Regulatory Commission (NRC), we would like to invite you to a small group discussion regarding the NRC review processes, procedures, and activities associated with a possible restart decision of Southern California Edison's (SCE's) San Onofre Nuclear Generating Station (SONGS) Unit 2. The NRC is offering these small group meetings as opportunities for productive discussions on how the NRC fulfills its regulatory mandate for protecting public safety and the environment.
This effort will consist of multiple small group discussions in California with: (1) state elected officials; (2) local elected officials; (3) environmental non-governmental organizations (NGOs); and (4) economic development, energy, and local union/building and trade representatives. As an identified and recognized community leader, we value your participation and encourage you to share the information with your constituency and the public at large. The discussions will include approximately 15-20 participants, with 3-4 NRC representatives and a facilitator. Our objective is to maintain this small group size to promote frank, two-way discussions and dialogue. As such, this invitation is for only one individual. If you are unable to attend, we welcome you to designate someone that can represent your organization or constituency.

Re: Invitation to Gene Stone Senator Boxer, Chairman MacFarlane, James Andersen, I'm writing to enlist your help for the upcoming meetings you are holding for elected officials and concerned citizens about the San Onofre nuclear power plant on June 11 and 12th. In the spirit of fairness and transparency, we would like to ask you to include a minimum of3 people from our coalition at each of the other three meetings we believe that you are holding. We are also requesting a complete list of who is invited to all of the meetings you are holding. It should be perfectly clear to the public what has transpired at these very important meetings about public safety. SCE has a record of not only lying to the NRC, but also to the public. It is imperative that citizen oversight is necessary at any meetings the NRC might hold on this important topic to the people of Southern California.

I am dismayed that instead of discussing these important matters at a fully transparent public meeting in Southern California the NRC has instead decided to meet behind closed doors with small groups and to provide no webcasting of these meetings.
Exactly how many of the discussions have been scheduled by the NRC?
Please tell me which state elected officials have been invited?
Please tell me which local elected officials have been invited?
Please tell me which environmental non-governmental organizations (NGOs) have been invited?
And finally, which economic development, energy, and local union/building and trade representatives have been invited?
In the interest of transparency and good government process, at the very least I urge you to provide webcasting. At this stage in the process anything less than full transparency is unacceptable.
