REQUEST FOR ADDITIONAL INFORMATION FOR REVIEW OF THE PRAIRIE ISLAND NUCLEAR GENERATING PLANT PHYSICAL SECURITY PLAN (REVISION 6)

Dear Mr. Lynch:

By letter dated May 28, 2010, Northern States Power Company, a Minnesota Corporation, doing business as Xcel Energy, submitted Revision 6 of the Prairie Island Nuclear Generation Plant (PINGP) Independent Spent Fuel Storage Installation (ISFSI) Physical Security Plan (PSP).

Revision 6 of the PSP was submitted to the U.S. Nuclear Regulatory Commission under the regulations of Title 10 of the Code of Federal Regulations (10 CFR) 72.186. Region III conducted an on-site security inspection of the PINGP ISFSI between August 21-23, 2012, and an in-office review which was completed on January 18, 2013. This inspection was closed with no findings; though inspectors noted several questions during both the on-site security inspection and the in-office review regarding the ISFSI PSP.

During staffs review of the PSP, potential inconsistencies with applicable security requirements were identified. To resolve those potential inconsistencies, enclosed is a request for additional information (RAI). Staff requests this information under oath or affirmation, as permitted by 10 CFR 72.44(b)(3), Upon request of the Commission, the licensee shall, at any time before the expiration of the license, submit written statements, signed under oath or affirmation, if appropriate, to enable the Commission to determine whether or not the license should be modified, suspended, or revoked. It is appropriate to request this information under oath or affirmation because the answers to some of the questions contained in the RAI could lead to enforcement action.

In connection with the staffs review, we need the information identified in the enclosure to this letter. We request that you provide this information by July 11, 2013. Inform us at your earliest convenience, but no later than June 27, 2013, if you are not able to provide the information by that date. To assist us in re-scheduling your review, you should include a new proposed submittal date and the reasons for the delay. Discussion of the RAI response due date occurred on May 29, 2013 with Mr. Leonard L. Sueper of your staff.
