Topics for 9 am continuation of Oconee flooding discussion Here are my thoughts.

Note that Mark and I had a 25-minute discussion on Friday--I have noted what came of that below.

1. Consideration of seismic failure in conjunction with conditional failure of dam (recap of Friday discussion with Mark)

2. Look at seismic and overtopping as compliance backfit exceptions (recap of Friday discussion with Mark)

(how do we do this without it becoming, as these issues in my nonconcurrence have become, things to be put off to later, which becomes never?)

3. How do we reconcile the initiating event frequency based on appropriate probabilistic assessment of dam failure data with looking only at random failures in the Order? Possibly emphasis that Duke has not provided technical basis to remove OT and our calculation is not robust??

4. Followup to Mark's suggestion at Thursday's meeting that Order should attempt to be generic to allow future application at other plants--I just want to caution that achieving this should not prevent us from getting the Order issued in a timely manner and as such should perphaps be a secondary consideration.
