Background:

By License Amendment 249 for Turkey Point Unit 3 (DPR-31), the NRC specified the following License Condition:

J. Extended Power Uprate Modifications

1. Prior to completion of the Cycle 26 refueling outage for Unit 3, the licensee shall provide confirmation to the NRC staff that the design and structural integrity evaluations 1

associated with the modifications related to the spent ful pool supplemental heat exchangers are complete, and that the results demonstrate compliance with appropriate UFSAR and code requirements. As part of the confirmation, the licensee shall provide a summary of the structural qualification results of the piping, pipe supports, supplemental heat exchanger supports, and the inter-tie connection with the existing heat exchange for the appropriate load combinations along with the margins.

Discussion:

By letter dated June 19, 2012 (L-2012-143), FPL provided a response to this requested condition. FPL understood this response satisfied the NRC's request in License Condition 3.J.1.

By email dated July 2, 2012 from Jason Paige (USNRC) to Bob Tomonto (FPL), the NRC requested additional information.

The questions are as follows:

(a) After review of the June 9, 2012, supplement, the staff determined that the nozzle loads for the spent fuel pool heat exchangers, and the valve accelerations are not addressed by the licensee.

Therefore, the staff requests that the licensee provide the summary for (i) nozzle loads for the applicable load combinations along with the allowable nozzle loads, and the margins, and (ii) computed valve accelerations for seismic loading (OBE and SSE) and the allowable limits.

Response: FPL understands that the NRC is requesting a table documenting the nozzle loads for the new spent fuel pool heat exchanger. The specific nozzles are the inlet and oulet nozzles for these new heat exchangers. The valve refered to are the main process isolation valves and cross-tie valves for the same new Unit 3 heat exchangers.

(b) The NRC staff also requests to provide a similar summary described in (a) above for Turkey Point Unit 4 prior to completion of the cycle 27 refueling outage.

Response: FPL agrees to provide a similar report to L-2012-143, as supplemented with the above referenced response for the nozzle loads and valve accelerations, prior to completion of the Unit 4 Cycle 27 refueling outage..
