By letter dated October 25,2010, STP Nuclear Operating Company (STPNOC), submitted an application pursuant to Title 10 of the Code of Federal Regulations Part 54 (10 CFR Part 54), to renew the operating license for South Texas Project (STP) for review by the U.S. Nuclear Regulatory Commission (NRC or the staff). On May 23, 2011; the NRC audit team completed the cultural resource audit associated with the license renewal review. The audit report is enclosed.

- 2 CULTURAL RESOURCE AUrnTTmp REPORT FOR THE SOUTH TEXAS PROJECT LICENSE RENEWAL APPLICATION I. Introduction During the week of May 23-25, 2011, the Division of License Renewal, Environmental Review Branch (RERB), performed an audit of the STP Nuclear Operating Company (the applicant) license renewal cultural resource information developed to support the license renewal application (LRA) for the South Texas Project (STP). The audit was performed at the applicant's facility located in Bay City, Texas. The focus of the staff's audit was to confirm the applicant's information contained in the STP LRA. The scope of this onsite audit was to interview personnel and to perform facility survey (plant tour) of the site conditions in order to (a) obtain original reference material supporting the ER, (b) verify environmental compliance activities, and (c) gain an overview of the site and any potential environmental issues.

The regulatory bases for the audit were Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51), "Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions," and NUREG-1555, Supplement 1, "Environmental Standard Review Plan."

II. Site Audit Entrance meeting - 9:00 a.m., May 24,2011, at STP's Nuclear Support Center. The audit team conducted a briefing of the audit objectives with the applicant.

Document review - the team reviewed the information requested in the audit needs list and held technical discussions with STP personnel regarding cultural resource at STP.

Facility survey (tour) - 10:30 a.m. The team accompanied by STP personnel toured the STP site. The team reconvened at the Nuclear Support Center for a team summary discussion and to conduct an exit briefing.

III. Final Briefing A final (exit) briefing was held with the applicant on May 24. 2011, to discuss the results of the cultural resource audit. The audit team identified preliminary areas where additional information would be required to support completion of the staff's LRA review. There are two issues that require the applicant to document a response and submit the response to NRC in order to reference this information in the NRC license renewal supplemental environmental impact statement (SEIS). These items will be documented in a request for additional information (RAI) to be issued to the applicant.

  • The applicant will document the process that was used to identify the three historic sites located approximately 4 miles northeast of the STP site. The third site is missing from the records. The applicant will need to provide clarification.
  • A historic grave site is located on the STP property. The applicant will document that no ground disturbing activities are planned to occur in this location. The applicant will also describe its continued commitment to follow its corporate procedures regarding

- 3 inadvertent discoveries, if ground disturbing activities are to take place in the location of the known historic grave site.
