BRUNSWICK NUCLEAR POWER PLANT: ACCESS AUTHORIZATION (OFFICE OF INVESTIGATIONS CASE NUMBER 2-2009-013)

Dear Mr. Annacone:

Enclosed for your information is the synopsis of the Nuclear Regulatory Commission (NRC)

Office of Investigations= (OI) completed report regarding an Access Authorization (AA) matter that occurred at the Brunswick Steam Electric Plant on September 12, 2008.

After considering the information developed during the investigation, the NRC concluded that a Severity Level IV violation occurred. Our letter dated October 6, 2010, characterized this violation. Should you have any questions concerning this letter, please contact us.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). Official Use Only - OI Investigation Information SYNOPSIS This investigation was initiated by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI), Region II (RII) to determine whether DZ Atlantic supervisors and Brunswick Nuclear Plant (Brunswick) personnel willfully engaged in cheating during computer based training prior to being admitted access into the Brunswick plant. A separate allegation was later added, that included an allegation of employees willfully providing false information during the background investigation portion of employee screening.

Based upon the documentation and testimony developed during this investigation, OI did not substantiate that DZ Atlantic employees willfully cheated on the computer based training.

However, based on his/her own admission, this investigation did substantiate that one DZ Atlantic employee deliberately provided false information for another employee during the reference check portion of the employees background investigation.
