SUMMARY

OF CLOSED MEETING HELD ON SEPTEMBER 23, 2010, WITH NINE MILE POINT NUCLEAR STATION, LLC, TO DISCUSS PROPOSED EXTENDED POWER UPRATE (EPU) STEAM DRYER REVIEW AND ANALYSES FOR NINE MILE POINT, UNIT NO.2 (TAC NO. ME1467)

On September 23,2010, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nine Mile Point Nuclear Station, LLC (NMPNS or the licensee), and their contractors from Continuum Dynamics, Inc. (COl) at the NRC One White Flint North Building in Rockville, Maryland. The purpose of this meeting was to discuss the proposed changes to the licensee's steam dryer analyses supporting the licensee's application dated May 27, 2009 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML091610103), as supplemented by letters dated May 7 (ML101380307), June 30 (ML101900471), and July 30,2010 (ML102170191). The meeting was closed since the information discussed had been previously determined to contain proprietary commercial information and be withheld from public disclosure in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390. The purpose of this meeting summary is to briefly describe the meeting, identify the participants, and document the presentation slides.

NMPNS made a detailed presentation on its proposed resolution of NRC staff's request for additional information (RAI) questions (ADAMS Accession No. ML102770698) related to its steam dryer analyses supporting the proposed EPU for Nine Mile Point, Unit No.2 (NIVIP2).

Specifically, NMPNS discussed its application of a revised benchmark applied as Acoustic Circuit Model, Revision 4.1 to address NRC staff supplemental RAls related to: (1) the stress analysis results provided in COl Report Nos. 10-11 and 10-12 (RAI-6); (2) modified figures supporting previously submitted recirculation pump frequencies (RAI-7); (3) additional technical basis for main steam line coherence estimates, bias, and uncertainties (RAI-8); (4) additional justification in its evaluation of acoustic resonance conditions (RAI-17); (5) the estimation of fatigue stresses at fillet welds (RAI-18); and (6) the modifications to the steam dryer closure plate, and the application of the associated submodeling approach (RAI-20 and RAI-21, respectively).

The licensee's proprietary handouts presented at the meeting are located in ADAMS, Accession No. ML102861853, as a non-publicly available, official agency record. The enclosed documents are as follows: (1) agenda for the meeting and (2) the meeting attendance list.
