OF CLOSED MEETING HELD WITH NINE MILE POINT NUCLEAR STATION, LLC TO DISCUSS PROPOSED EXTENDED POWER UPRATE (EPU) STEAM DRYER REVIEW AND ANALYSES FOR NINE MILE POINT, UNIT NO.2 (TAC NO. ME1467)

On March 18,2010, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nine Mile Point Nuclear Station, LLC (NMPNS or the licensee), and their contractors from Continuum Dynamics, Inc. (CDI) at the NRC One White Flint North Building in Rockville, Maryland. The purpose of this meeting was to discuss the proposed changes to the licensee's steam dryer analyses supporting the NRC staff's request for additional information (RAI) letter dated March 10, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100630108). The meeting was closed since the information discussed had been previously determined to contain proprietary commercial information and be withheld from public disclosure in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390. The purpose of this meeting summary is to briefly describe the meeting, identify the participants, and document the presentation slides.

NrvlPNS made a detailed presentation on its approach to address the NRC staff RAI questions related to its proposed EPU for Nine Mile Point, Unit NO.2 (NMP2). The staff observed that the proposed approaches appeared reasonable and comprehensive. Specifically, NrvlPNS discussed its proposed analysis and validation methods to address technical areas of NRC staff concern such as (1) revised dryer stress analysis results for EPU conditions based on certain dryer loads; (2) methodology of the acoustic circuit model (ACM) benchmarking based on Quad Cities Unit 2 (QC2) data; (3) meeting the minimum alternating stress ratio for all dryer components for the proposed EPU conditions; (4) explanation of peaks in the steam dryer loading at certain frequencies; (5) use of bump-up factors to estimate EPU loadinq; (6) method of estimating fatigue stresses at fillet weld locations; and (7) strain gage configuration between NMP2 and QC2.

At the conclusion of the meeting, the NRC staff and the licensee discussed outcomes of the meeting and agreed that:

(1) The licensee presented a reasonable approach to addressing the staff's RAI questions, (2) The licensee plans to respond to the staff's RAI questions within 60 days of the March 10,2010 letter.

-2 The staff requested that the licensee provide as much data and justification to support their proposed revised steam dryer analysis and associated validation methods to address concerns listed in the staff's RAlletter dated March 10, 2010.

The licensee's proprietary handouts presented at the meeting are located in ADAMS, Accession No. ML101100542, as a non-publicly available, official agency record. The enclosed documents are as follows: (1) agenda for the meeting and (2) the meeting attendance list.
