Crystal River GL 2004-02 Call and Diesel Fuel Oil RAIs Attachments: CR3 RAIs on TSTF-374 Diesel Fuel Oil.doc Afternoon Dennis!

In the name of killing two birds with one stone, we are about to be very productive.

First, we are definitely on for Thursday, August 14 at 11 AM to have a call regarding the supplemental response you provided last week regarding GL 2004-02. Unless you need a bridge line to accommodate your folks, the easiest will be to call directly to 301-415-0565, which is where we will all be assembled. Again, neither Farideh nor I will be on this call, but I will make sure someone is there to represent licensing.

According to the technical reviewers, "the issue is that it appears to the staff that after all fiber insulation is removed from within the CR3 D-rings after the September 2009 CR3 outage (extension ADAMS ML073610575), the only fiber would be 10 cu. ft. of assumed NUKON, by our calculations leading to 0.02" of fiber maximum on the strainers after transport, and assumed 30 lbm of latent fiber (from assumed 200 lbm of latent debris) leading to 0.13" of fiber maximum on the strainers, for a total of 0.15" of fiber on the strainers. This is a little over 1/8" and theoretically could lead to a thin-bed effect (high head loss). But should those assumed design basis values be lowered sufficiently to eliminate the possibility of thin beds (simply not enough fibers to create a thin-bed), then RAIs could be avoided in areas like break selection, debris generation, head loss and vortexing/head loss testing."

So the purpose of the call is to clarify the basis of the assumed fiber values and to discuss the level of conservatism inherent therein. If you have any questions or need any additional information regarding the call please let me know!

Second, attached are the official RAIs regarding TSTF-374, which relates to the Diesel Fuel Oil TS requirements. It is my understanding that a draft version of these questions has already been provided to your technical folks, and a call held to discuss them. I will place this e-mail into ADAMS as the official record of these RAIs, and the response clock will start as of today (8/7). However, I believe we are approaching a time crunch to finish up this amendment by October, so if you could provide responses by September 10 it would be much appreciated. If you feel more time is warranted please give me a call and we can discuss a new schedule.

If you need anything further regarding these issues please let me know! Thanks and have a great weekend!
