By letter dated February 15, 2024 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML24050A006), Duke Energy Progress (Duke Energy, the licensee) requested approval for relief (RA-23-0300) from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, 2007 Edition through the 2008 Addenda for the H.B. Robinson Steam Electric Plant, Unit No.
2 (Robinson).
The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the proposed relief request. The acceptance review was performed to determine whether the scope and depth of the technical information was sufficient to allow the NRC staff to complete its detailed technical review. The acceptance review also intended to identify within the request any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing bases of the plant.
The NRC staff has reviewed Duke Energys request and concluded that it provided technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
Based on the information provided in Duke Energys request, the NRC staff has estimated that this request will take approximately 210 hours0.00243 days <br />0.0583 hours <br />3.472222e-4 weeks <br />7.9905e-5 months <br /> to complete and that the review can be completed by March 19, 2025. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during routine interactions between Duke Energy and the NRC project manager. These estimates are based on the NRC staffs initial review of the request, and they could change due to several factors, including requests for additional information and unanticipated addition of scope to the review.
