SUBJECT:
DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 - CLOSURE OF CONFIRMATORY ACTION LETTER NRR-07-017 (TAC NO. MD4148)
Dear Mr. Allen:
On March 20, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070730470), regarding dissimilar metal welds in the pressurizer at Davis-Besse Nuclear Power Station, Unit 1 (Davis-Besse). This letter acknowledges receipt of your letter dated March 25, 2008 (ADAMS Accession No. ML080880147) informing the NRC of actions taken in response to this CAL.
In your letter, you stated FirstEnergy Nuclear Operating Company (FENOC) removed Davis-Besse from service on December 30, 2007, to support the mitigation activities as stated in Commitment No. 1 of your February 28, 2007, correspondence (ADAMS Accession No. ML070660476). FENOC completed the planned pressurizer structural weld overlays and performed final weld overlay ultrasonic inspections on January 20, 2008. No recordable indications were identified in the weld overlay volume.
Based on your letter, the NRC has found that all the commitments listed in the CAL and supporting commitment letter have been met. No further response is required regarding the CAL. We consider the CAL closed. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. Technical Assignment Control (TAC) No. MD4148 has been closed.
Thank you for informing us of the actions documented in your letter. These actions may be examined during a future NRC inspection of your facility.
Current NRC guidance regarding CALs is contained in the NRC Enforcement Policy and the NRC Enforcement Manual, which are available at the NRC web site at http://www.nrc.gov/about-nrc/regulatory/enforcement.html (click on Enforcement Policy or Enforcement Guidance) or by contacting the Government Printing Office (GPO) toll-free at 1-888-293-6498. The GPO is open from 7:00 a.m. to 9:00 p.m. EST, Monday through Friday (except Federal holidays).
B. Allen In accordance with 10 CFR 2.390 of the NRC's Rules of Practice, a copy of this letter and your response will be made available electronically for public inspection in the NRC Public Document Room or from the NRC=s document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm.html.
Sincerely,
/RA/
