Dear Mr. Pearce:
By letter to the U. S. Nuclear Regulatory Commission (NRC) dated October 4, 2004, as supplemented February 23, May 26, and June 14, 2005, FirstEnergy Nuclear Operating Company (the licensee) submitted a license amendment request for BVPS-1 and 2. The proposed amendment would change the BVPS-1 and 2, operating licenses to increase the maximum authorized power level from 2689 megawatts thermal (MWt) to 2900 MWt, an increase of approximately 8 percent above the current maximum authorized power level.
The NRC staff performed an acceptance review of the application to determine whether or not there was sufficient detail to allow the NRC staff to proceed with its detailed technical review and to ensure that the application adequately characterizes the regulatory requirements and licensing basis of the plant. The NRC provided the results of its acceptance review of the licensees October 4, 2004, application and February 23, 2005, EPU supplement by letters dated January 6, and May 18, 2005, respectively.
This letter provides the NRC staffs acceptance review of the licensees June 14, 2005, EPU supplement. The NRC staff has concluded that the June 14, 2005, EPU supplement provides sufficient technical information to enable the NRC staff to begin its review in the last remaining deficient area. The NRC staff, therefore, considers your application complete. The scheduled date for completing the review of your application is 1 year from the date of this letter. If you
