OF MARCH 23, 2005, CATEGORY 1, PRE-APPLICATION REVIEW MEETING WITH FENOC, ET AL., REGARDING BVPS-1 STEAM GENERATOR (SG) REPLACEMENT AND RELATED ALTERNATE SOURCE TERM (AST)

On March 23, 2005, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FENOC at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to conduct a working-level pre-application review of FENOCs planned application for a license amendment for BVPS-1 SG replacement and the related request for selected AST approval. A list of attendees is provided as Enclosure 1. FENOCs slides are provided as Enclosure 2.

FENOCs presentation included an overview of the replacement SG project approach, the need for the license amendment and the related schedules for the project and amendment implementation. The licensee discussed how the replacement SG project depended upon prior approval of previously submitted amendment applications for (1) containment conversion to atmospheric operating conditions, and (2) best-estimate loss-of-coolant accident analyses. The licensee also explained how the delay in the review of the previously submitted extended power uprate amendment application (due to incomplete information), which had contained the SG replacement and AST approval request, now necessitated the submittal of a separate application which could be reviewed in time to support the February 2006 BVPS-1 outage. The licensee also discussed how the methodologies and computer codes used in support of the SG replacement application would be consistent with the current licensing basis with certain exceptions. The licensee lastly discussed the Technical Specification changes associated with the proposed submittal.
