The RAI coacems our response to Generic Letter 96-06, " Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions." Our response to the generic letter, dated January 28,1997, indicated that the containment air recirculation coolers are not required for accident midgation and are not called upon by the Emergency Operating Procedures (EOPs). Ho iver, during accident conditions, plant operators may elect to take actions that are not specifically called for in the EOPs.

The Loss of Coolant Accident (LOCA) and Main Steam Line Break (MSLB) accidents ,

conditions from the high containment temperatures. Therefore, the NRC has requested that containment we air identify those recirculation coolersmeasures will not be used as that exist an option or that to mitigate have a LOCA or been ta -

l The EOPs will be revised to assure that the containment air recirculation coolers are not used to mitigate the consequences of a LOCA or MSLB accident. In addition, Ottivi m
