On September 14, 2012, in accordance with the provisions of 10 CFR 50.90, Florida Power &

Light Company (FPL) requested to amend Renewed Facility Operating Licenses (OL)

DPR-31 and DPR-41 and revise the Turkey Point Units 3 and 4 Technical Specification (TS)

(Reference 1). Administrative License Amendment Request (LAR) No. 217 will (1) close and remove license conditions that have been fully satisfied, (2) revise TS 5.5.1 to remove related license conditions, (3) correct several inadvertent errors identified in the TS, and (4) update the reference to the Physical Security Plan (PSP) to the latest approved revision in the related license conditions.

During the review of Administrative LAR No. 217, NRC identified several discrepancies between the Turkey Point Units 3 and 4 TS pages and the NRC Turkey Point Unit 3 Current Facility Operating License DRP-31 Tech Specs (ML052790649). On June 15, 1993, NRC issued Amendment No. 154 for Turkey Point Unit 3 to change the TS relating to the Movable In-core Detector System (Reference 2). Amendment No. 154 permitted continued power operation with the minimum number of movable in-core detector thimbles reduced from 38 to 25 thimbles and was applicable only for the remainder of Unit 3, Cycle 13 operation. ,

On June 23, 1993, NRC issued an administrative correction to Amendment No. 154 (Reference 3). Since Turkey Point Units 3 and 4 have common TS and Amendment No. 154 was applicable to Unit 3 only, the TS pages approved by Amendment No. 154 were assigned new page numbers and the existing TS pages at that time were left in place since they were applicable to Unit 4 and to Unit, 3 after Cycle 13. Turkey Point Units 3 and 4 L-2013-294 Docket Nos. 50-250 and 50-251 Page 2 of 2 become void after Unit 3 Cycle 13 and should be removed from the TS at that time. FPL removed the Amendment No. 154 TS pages on April 26, 1994 after completion of Unit 3 Cycle 13.

This supplement to Administrative LAR No. 217 requests deletion of the following Amendment No.

154 obsolete pages from the Turkey Point Unit 3 TS (ML052790649):

3/4 2-6a 3/4 2-9a 3/4 2-1Oa 3/4 2-12a 3/4 3-40a Deletion of the obsolete pages is an administrative request since the referenced pages were only applicable to Unit 3 during Cycle 13. The proposed change does not impact the no significant hazards determination and environmental consideration provided in L-2012-130, Administrative LAR No. 217 (Reference 1).

This letter contains no new commitments and no revisions to existing commitments.

In accordance with 10 CFR 50.91(b)(1), a copy of this letter is being forwarded to the State Designee of Florida.
