Dear Mr. Nazar:

By letter dated September 14,2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12262A290), as supplemented by letter dated January 29, 2013 (ADAMS Accession No. ML13037A387), Florida Power & Light Company (FPL, the licensee) requested an amendment to the Turkey Point Nuclear Plant, Units 3 and 4, Renewed Facility Operating Licenses. The January 29,2013, supplement replaced the September 14, 2012, request in its entirety. The licensee proposed changes to license conditions and revisions to Technical Specifications for Turkey Point Nuclear Plant, Units 3 and 4.

The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the information provided by the licensee in its January 29, 2013, letter and determined that additional information is needed to complete the review. The enclosed document contains the NRC staff's specific request for additional information (RAI). As previously discussed with Ms. Olga Hanek of your staff on May 15, 2013, the NRC is requesting a response to the RAI by May 31, 2013.

Request for Additional Information #1 TS pages 3/4 2-6a, 3/4 2-9a, 3/4 2-10a, 3/4 2-12a, and 3/4 3-40a are not on the pagination list in the application and are not shown as deleted in Attachment 1. Discuss the differences between pages 3/4 2-6 and 3/4 2-6a, 3/42-9 and 3/4 2-9a, 3/42-10 and 3/4 2-10a, 3/42-12 and 3/4 2-12a, and 3/4 3-40 and 3/43-40a. Explain if a page is proposed to be deleted. Include which page is the appropriate page to delete between the two pages, and provide the basis for the deletion.

Request for Additional Information #2 Current TS page 3/49-14 is stated to become new page number 3/49-13 in the application enclosure; however, Attachment 2 shows the page as 3/4 9-12. Which page number will TS page 3/4 9-14 become: 3/49-13 or 3/4 9-12? Also provide any further corrections to the page numbers for the TS pages that follow current TS page 3/4 9-14 if needed (Le. current page 3/4 9-15 and 3/4 9-16).

Request for Additional Information #3 Current TS page 3/4 9-16 is not on the pagination list in the application, and there is no request in this application for changes to or deletion of this page. Explain what FPL is proposing for TS page 3/49-16. Include the basis for any changes and any changes to the page number?

- 2 Request for Additional Information #4 Current TS page 3/4 5-17 contains a requirement that states:

5.6 COMPONENT CYCLIC OR TRANSIENT LIMIT 5.6.1 The components identified in Table 5.6-1 are designed and shall be maintained within the cyclic or transient limits of Table 5.6-1.

However, Attachment 1 does not show any requirement on TS page 3/4 5-17; rather, only that it is being deleted. The application does not discuss the deletion of such a requirement, nor does the index reference TS 5.6 or Table 5.6-1. Is FPL proposing to delete TS 5.6? If so, provide a discussion that explains the basis for deletion. If not, reflect current TS 5.6 in this amendment and explain where Table 5.6-1 is located.

Request for Additional Information #5 shows the index listing title for Figure 3.4-2 as, "TURKEY POINT, UNITS 3&4 REACTOR COOLANT SYSTEM HEATUP LIMITATIONS APPLICABLE UP TO 32 EFPY."

However, Attachment 2 shows the index listing title for Figure 3.4-2 as, "TURKEY POINT, UNITS 3&4 REACTOR COOLANT SYSTEM HEATUP LIMITATIONS (Heatup Rates of 60 and 1OOOf/Hr) APPLICABLE FOR 48 EFPY (Without margins for instrumentation errors)." This is different from the current approved TS, and the application does not discuss the requested change. Provide a discussion that explains this proposed change, or return the title to what is currently approved.

Request for Additional Information #6 shows the index listing title for Figure 3.4.3 as, "TURKEY POINT, UNITS 3&4 REACTOR COOLANT SYSTEM COOLDOWN LIMITATIONS (100°F/hr) APPLICABLE UP TO 32 EFPY." However, Attachment 2 shows the index listing title for Figure 3.4-3 as, "TURKEY POINT, UNITS 3&4 REACTOR COOLANT SYSTEM COOLDOWN LIMITATIONS (Cooldown Rates of 0, 20, 40, 60 and 1OO°F/hr) APPLICABLE FOR 48 EFPY (Without margins for instrumentation errors)." This is different from the current approved TS and the application does not discuss the requested change. Provide a discussion that explains this proposed change, or return the title to what is currently approved.

Request for Additional Information #7 shows the index listing title for Table 3.7-1 as, "MAXIMUM ALLOWABLE POWER RANGE NEUTRON FLUX LEVEL HIGH SETPOINT WITH INOPERABLE STEAM LINE SAFETY VALVES DURING THREE LOOP OPERATION," with "RANGE NEUTRON FLUX" being deleted and replaced by "LEVEL." However, the title of Table 3.7-1 in the TS is, "MAXIMUM ALLOWABLE POWER LEVEL WITH INOPERABLE STEAM LINE SAFETY VALVES DURING THREE LOOP OPERATION," which does not include "HIGH SETPOINT,"

and the application does not discuss this requested change. Provide a discussion that explains this proposed change, and correct the title so that it matches the title in the Table 3.7-1.

-3 Request for Additional Information #8 shows the index listing title as "Standby Steam Generator Feedwater System,"

with "Steam Generator" being deleted. However, the application does not discuss this proposed change. Provide a discussion that explains this proposed change.

Request for Additional Information #9 shows the index listing title as "Feedwater Line Isolation Valves," with "Line" being deleted. However, the title in the TS is, "Feedwater Isolation," which does not include "Valves,"

and the application does not discuss this proposed change. Provide a discussion that explains this proposed change and correct the title so that it matches the title in the TS.

Request for Additional Information #10 In the application, FPL stated, "The text on 5-4 moved to 5-1, on 6-12 moved to 6-5, on 6-23 moved to 6-22a, and on 6-25 moved to 6-24." However, Attachment 1 shows other TS pages where the text is proposed to be relocated; the page is being deleted, and the pages are not reflected in the application. Provide a discussion that reflects every deleted page that has relocated text. Include the page number, what text is on the page, and the text's relocated position.
