Site 1 Tours The Resident Reactor Inspector (RRI) toured the site several times this inspection period during normal work hours-and on backshifts and weekend _

During one backshift tour the RRI found the startup office open and unattended. This was discussed with the security chief and steps have been taken to ensure better control of the office space;-in addition, more personnel have been added to the startup administrative staff and
'the area is to be manned most of the time.
Several other minor problems were identified by the RRI as follows:
Some startup temporary modifications were installed without

proper tagging.
Small quantities of wood in a cable tray in preparation for
.
DIC red tag was hung on a valve, but indicated that it was on
.
RICWIL conduit.
Tendon gallery sump pump tagged out since June 30, 1982, for
.
maintenance.
These items were discussed with the licensee and corrective actions-have been taken.
No violations or deviations were identified.

Review of QA Audit Program The RRI reviewed the QA audit plan and discussed the scheduling of audits with the section supervisor responsible. The audit plan was complete in its scope and audits were being conducted in accordance with the plan.

Review of QA Training Program

The RRI reviewed the QA division training program to ensure compliance with requirements and scope as well as record maintainence and accuracy.
No concerns were raised, the program as conducted and recorded was complete and accurate.

' Observation of Test Activities During this inspection period,.the RRI witnessed parts _of the following test activities:

Uncoupled motor runs of the essential service water pump motors

The tests were conducted in accordance with the required procedures.
No violations or deviations were identified.

Review of Test Procedures During this ' inspection period, the RRI' reviewed several test procedures to ensure compliance with various codes, standards, regulatory guides, and other commitments. All comments were discussed with test program personnel.

Followup on Item of Noncompliance The RRI continued to monitor licensee activities to walkdown systems
'that have been turned over to startup from the constructor.
Some changes are.being made in the organization in an attempt to make the _ effort more effective and efficient.
In discussion with the verification supervisor, the RRI found the physical walkdown of the following systems has been completed, however,- the document _ reviews are still' ongoing.

Caseload Forecast Panel Visit On June 15, 16, and 17, 1983, the NRC caseload forecast panel met for the Wolf Creek Generating Station. The hearings were held in the Coffey County Courthouse and at the site. The results of the panel finding will be published under separate cover.
9.
Safety Review Committee
'The RRI attended the plant safety review connittee meeting held on June 20, 1983, to review canmittee activities and ensure compliance with the procedures for the cannittee.
In addition, the RRI reviewed the procedures published for the nuclear
'
safety review committee. The procedures appear adequate for the per-formance of this committee.
No violations or deviations were identified.

Personnel Addition 0n July 27,1983,-KG&E announced a new QA position-being filled by Mr. Richard Grant who will be_'an ' assistant.to the Corporate.QA Manager.

Exit Meetings The RRI held an exit meeting on June 16, 1983, to discuss;the scope land findings of this inspection. In addition, the RRI attended the-entrance and exit. meeting for the NRC NDE. van on June 6'and 16 respectfully and the caseload forecast exit meeting held on June 17, 1983.
