Site Tour The NRC inspector toured the site several times during the inspection to observe construction activities in progress and to inspect housekeeping.

The NRC inspector, accompanied by a DIC civil engineering representative, toured the Auxiliary and Fuel Handling Building to look at safety-related steel structures.

No violations or deviations were identified.

Licensee Action on Previous Inspection Findings (0 pen) Unresolved Item (STN 50-482/81-15):

Inadequate procedures.

The NRC inspector reviewed the three procedures in question; QCP-VII-201, Revision 4 had been replaced by QCP-VII-200, Revision 0; QCP-VII-200, Revision 0 has had an Appendix II added to it which includes a more detailed welding acceptance criteria for procedure QCP-VIII-200, Revision 0, " Field Fabrication and Erection of Safety-Related Ductwork and Supports." WP-VII-208 has not been revised yet.

This item remains open.

Safety-Related Structures (Structural Steel)

a.

Review of Receiving / Storage Records The NRC inspector reviewed receiving and storage records in the QA vault.

The items reviewed by the NRC inspector consisted of Material Receiving Reports (MRRs).

The MRRs contained all documentation of the

steel received, e.g., material test reports, vendor inspection reports, and tests of structural steel.

However, the NRC inspector did notice that material test reports were not present in all MRRs reviewed.

After conferring with KG&E representatives on the matter, the NRC inspector was informed that material test reports that are received before the steel arrives were filed in the Records Manage-ment System, File No. 7.6.B, C-121 American Bridge, and that material test reports that are received with the structural steel are filed in the MRR package.

These material test reports were then reviewed.

No violations or deviations were identified.

Observations of Work Activities Since installation activities were not in progress at the time of the inspection, the NRC inspector was not able to observe in process work activities relative to structural steel selected for inspection; however, the NRC inspector did inspect the completed work rather than work in progress.

The NRC inspector visually inspected structural members in the Auxiliary Building and their bolted connections for con-formance to design drawings.

The overall appearance of the structures appeared to conform to design drawings and specifications.

Components were installed and located as specified.

Structural items inspected by the NRC inspector were located on Bechtel design drawings and USS American Bridge drawings listed below:

Inspection (QC) Records / Documentation The NRC inspector reviewed records of inspection activities of safety-related structural steel.

Records were not easily retrievable, but they were retrieved after some assistance from the DIC (QC) civil representative.

The NRC inspector discussed documentation of safety-related structural steel with a DIC (QC) civil representative.

The QC inspector informed the NRC inspector that documentation was maintained directly on the design drawings by initialling and dating the items inspected. The QC inspector also stated that they used a color code to show that the structural member had been inspected, and that this was also done for bolted end connections but with a different color code.

inspector reviewed their design drawings on structural members inspected to verify this procedure.

The QC inspector told the NRC inspector that the only documentation in the Quality Document Section (QDS) would be that of structural steel embedded in concrete at this time.

The QC inspector stated that no records were considered com-plete unless the structural items were embedded in concrete, and that structural steel that was not embedded in concrete would not have a completed document package submitted to QDS until all work on that drawing was completed.

The work had been done in accordance with the QC procedure; however,

,

the NRC inspector did note possible problems that could occur and informed the licensee representative of the matter.

One problem noted by the NRC inspector is that if a drawing is lost or destroyed by some means, how can verification of inspection of exposed structural items be accounted for, except by reinspecting everything on the drawing over again.

The licensee representative told the NRC inspector

that they would take a closer look at this matter to see if there could

be better improvements of documentation on any remaining structural steel.

This matter is not considered to be an open or unresolved item because structural steel erection is essentially complete.

The NRC inspector reviewed records of embedded structural steel in

'

QDS.

All required documents were present.

No violations or deviations were identified.

Qualification of Inspectors The NRC inspector reviewed five QC civil (structural) certification records. All five inspectors were certified to do structural steel inspections.

All inspectors are to be recertified after a two year period.

These inspectors also carry a certification card for inspection of structural steel.

The QC inspectors interviewed appeared to have a good knowledge of their procedures, documentation methods, and inspection criteria.

No violations or deviations were identified.

5.

Exit Interview The NRC inspector met with licensee representatives (denoted in para-graph 1) on Janaury 21, 1982, and summarized the scope and findings of

'

the inspection.

The exit meeting was held on January 21, 1982, due to predicted weather conditions.

No additional findings were identified i

during subsequent inspection on January 22, 1982.
