Thank you for your letter of March 22, 1979, in response to our letter dated February 16, 1979, and the attached flotice of Violation.
As a result of our review, we find that additional information is needed.
Specifically, in your response to finding flo. 4, " Failure to Complete User Tests Within Time Limits," you indicated that your constructor (DIC)
and AE (Bechtel) regard the time limits of ASTM C-150 (paragraph 10-1977 edition) as a minimum, and you indicate that no violation (of procedures)
has occurred. Since it is our position that the time limitations for testing are clearly stated in ASTM C-150, please provide the basis for your interpretation.
