Thank you for your letter of flovember 17, 1978, in response to our let-ter dated October 18, 1978, and the attached Notice of Violation.
In your response to item C, " Failure to Have Fork Lift Loading Certificate,"
you indicated that the fork lift units were not subject to ANSI N45.2.2.
However, fl45.2.2 does cover QA requirements for le handling of nuclear pcwer plant components.
Your attention is invited to paragraph 1.2,
" Applicabili ty. " The issue is that the class of components being handled determines the certification of the handling equipment.
In addition:
1.
ANSI N45.2.2 Subdivision 7.3 states:
7.3 Hoisting Equipment All equipment for handling items shall be used and maintained in accordance with the following: (underlining provided)
7.3.1 Hoisting equipment used for handling shall be certified by the manufacturer.
The certification shall indicate the various parameters for the maximum load to be handled.
7.3.2 Hoisting equipment shall not be loaded beyond its rated, as certified by the manufacturer, except for test purposes.

Kansas Cas and Electric Company-2-January 5,1979 7.3.3 The requirements of ANSI B30.2.0, Safety Standard for Overhead and Gantry Cranes, ANSI B30.5, Safety Standard for Crawler, Locomotive and Truck Cranes, ANSI B30.6, Safety Standard for Derricks, and ANSI A10.5, Safety Standard for Derricks, and ANSI A10.5, Safety Requirements for Material Hoists shall be followed.
Please note that the requirements of subparagraph 7.3.1 for certification of equipment used for handling are in addition to those requirements of subparagraph 7.3.3.

The fact that ANSI B56.1, " Powered Industrial Trucks," is not invoked by ANSI N45.2.2.2 does not change the basic requirements of ANSI N45.2.2, subdivision 7.3.1.
We further note that you will attempt to obtain load capacity certificates for the subject fork lift units.
Based on this commitment, we have no further questions at this time and we will review your corrective actions during a future inspection.
