P_urpose of Meeting The purpose of the meeting was to discuss the licensee's investigation of low strength 90-day concrete cylinders from the reactor building base mat and their conclusion regarding: (1) the adequacy of the in-situ strength of the base mat and (2) that the apparent low strength of a portion of the 90-day cylinders was due to testing condition and to discuss the preliminary findings of a Region IV task group formed to examine this matter.
This task group included a represent-ative of Region III and an IE consultant.

Matters Discussed The senior IE representative discussed the reports gisen to Region IV on the base mat eveluation including the final report, VG&E letter of October 26, 1978, with the enclosed report from Bechtel.
Specific prelimina:ry findings were then presented to the licensee including those regarding:
a.
Qualification of mix design.
b.
Concrete cylinder acceptance criteria.
c.
Cement strength user test trends.

Portland Cement Association (PCA) test of concrete cylinder fragments.
e.
Windsor probe data.
f.
Production rate of batch plant.
g.
Adequancy of batch plant mixing.
h.
Results of PCA study regarding testing machine performance.
g.
Possibility of chemical activity that must be investigated further.
After discussion of the above items by the task group, the senior IE representative stated that these matters would be examined further during a continuation of the RIV task group inspection at the Wolf Creek site.
The possibility of additional samples of cylinder fragments was discussed.
The senior IE representative also requested that KG&E examine their plans for continuation of construc-tion of the containment in light of the preliminary results of the task group, and requested that RIV be kept informed of KG&E's plans in this regard.
He further st'ted that this matter may have to be referred to NRR for final rest ution.
A KG&E representative stated that many of the matters identified by the task group have been examined b3 KG&E.
The senior KG&E representative indicated that continued assistance would be provided to the task group in their efforts, but that KG&E believes that the strength of the base mat concrete is adequate to perfonn its intended functions.
