2.0 Follow up of Previous Inspection Findings (Closed) Deviation (85-443/85-06-02) Deviation from FSAR commitment to have U.L. Listed components in the Fire Protection System The licensee installed Hydrant Isolation Valves that are not U.L. 3.0 Facility Tour The inspector examined fire protection water systems including:

fire pumps, fire water piping and distribution systems, post indicator valves, hydrants and contents of hose houses. The inspector toured accessible vital and nonvital plant areas and examined fire detection and alarm systems, automatic and manual fixed suppression systems, interior hose stations, fire barrier penetration seals, and fire doors. The inspector observed general plant housekeeping conditions and randomly checked tags of portable extinguishers for evidence of periodic inspections. No deterioration of equipment was note The inspection tags attached to extinguishers indicated that monthly inspections were performe The only deficiency identified is as follows:

Work on Fire Barriers Fire Detection and Suppression Systems Incomplete The inspector observed that the fire barriers and fire detection suppression systems of the Fuel Handling Building (FHB) are not fully operationa The licensee committed to complete all work in this area prior to fuel receipt on sit This is an unresolved item pending completion of the work (50-443/85-33-01).

In addition to the above documents the inspector reviewed training records of fire brigade members to ascertain they had successfully completed all required trainin The purpose of the review was to ascertain that in the event of a fire in the fuel receiving / storage area the site fire brigade and the fire watches will be able to combat fires successfull Deficiencies identified are as follows:

Fire Brigade Leader Training Each fire brigade is composed of 3 auxiliary operators and two fire fighters. The fire fighters are professionals with prior fire fight-

ing experience in city fire departments. The leader of each brigade will be a fire fighte The licensee stated that the required fire brigade leader training has not been completed, however, this train-ing will be provided to the brigade leaders prior to fuel receipt on site. This is an unresolved item pending completion of all required training (50-443/85-33-02).

Fire Drills in the Fuel Handling Building (FHB)

The inspector requested to review critiques of drills for a scenario involving a fire in the FH The licensee stated that drills in this area have not been performed to date. However, this type of drill was scheduled to be performed for all brigades prior to fuel receip This is an unresolved item (50-443/85-33-03).

The inspector met with the licensee representatives, denoted in Paragraph 1, at the conclusion of the inspection on December 13, 1985. The inspector summarized the scope and findings of the inspection at that time.

The inspector also discussed with the licensee the contents of the inspec-tion report and ascertained that it would not contain any proprietary information. The licensee agreed that the inspection report may be placed in the Public Document Room without prior licensee review for proprietary information (10 CFR 2.790).
