On December 31, 2019, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Vogtle Electric Generating Plant, Units 1 & 2. On January 17, 2020, the NRC inspectors discussed the results of this inspection with Mr. Keith Taber and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Vogtle Electric Generating Plant, Units 1

& 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

List of Findings and Violations

No findings or violations of more than minor significance were identified.

PLANT STATUS

Unit 1 operated at or near rated thermal power for the entire inspection period.

Unit 2 began the inspection period operating at 100 percent rated thermal power (RTP). On December 1, 2019, power on the unit was reduced to approximately 83 percent RTP due to increased sodium levels resulting from a leak inside the 2A condenser. On December 5, power on the unit was increased to approximately 90 percent RTP as repairs were conducted inside the condenser. On December 9, power on the unit was reduced from approximately 90 percent RTP to approximately 77 percent RTP due to outside ambient temperature effects on the unit. On December 11, following completion of repairs inside the 2A condenser, the unit was returned to operating at 100 percent RTP, where it continued to operate through the end of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed plant status activities described in IMC 2515, Appendix D, Plant Status, and conducted routine reviews using IP 71152, Problem Identification and Resolution. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

The licensee completed the annual requalification operating examinations required to be administered to all licensed operators in accordance with Title 10 of the Code of Federal Regulations 55.59(a)(2), Requalification Requirements, of the NRCs Operators Licenses. During the week of November 25, 2019, the inspector performed an in-office review of the overall pass/fail results of the individual operating examinations and the crew simulator operating examinations in accordance with Inspection Procedure (IP) 71111.11, Licensed Operator Requalification Program. These results were compared to the thresholds established in Section 3.02, Requalification Examination Results, of IP

(1) The inspectors reviewed and evaluated the licensed operator examination failure rates for the requalification annual operating exam, which the facility licensee completed administering on August 22, 2019.

(1) The inspectors evaluated the licensees activities related to monitoring of dry cask storage on the Independent Spent Fuel Storage Installation pad.

INSPECTION RESULTS

Observation: Semi-annual Trend Review Associated with Missed Fire Watches 71152 During a semi-annual trend review, the inspectors noted an increased trend in missed fire protection watches. Specifically, during their review of fire watch logs for both units, the inspectors identified examples where hourly fire watches were not completed within the 60 to 75 minutes allotted by procedure. The inspectors discussed their observations with the licensee and interviewed Operations personnel regarding the missed fire watches. During the interview, the inspectors learned that the missed fire watches had been previously identified by the licensee and corrective actions were implemented as a result. One of the causes identified was attributed to changes in contractors responsible for implementation of the fire watches. The corrective actions taken to address the causes included coaching and implementation of a standing order to reinforce the requirements for performing fire watches within the specified time frame. In addition, the inspectors performed a review of fire watches conducted after implementation of the licensee's corrective actions, and while the inspectors did not identify additional examples of missed fire watches, the inspectors noted the need for continued monitoring and trending in this area due to the licensee's intent to change fire watch contractors in the near future.
