If Ad=ltted h On April 23}1997, the on-call Offsite Emergency Coordinator (OEC) discussed the SAlf n presentation, ' hich was to occur the next day in Arlington, Texas, with his departmental technical d w assistant. During this discussion, the on-call OEC recognized that he needed a stand-in for his j Emergency Response Organization (ERO) position the next day since he would be away from the - ~ This discussion occurred aAer normal working hours when the personnel he needed to area.
