NRC INSPECTION-This letter refers to the inspection conducted by Mr.

squalls and-A. Mcgueen of this office on July 29-August

1991, of activities authorized by NRC License No.

NPF-21, at the Washington Nuclear Project, Unit 2. It also refers to the discussion of our preliminary inspection f)ndings held by the inspectors with yourself and other members of your staff identified in the enclosed inspection report on August 2, 1991.

Further, this letter refers to subsequent in-office inspection of site emergency plan implementing procedures (EPIP)

and the telephone discussion between A. Mcgueen of this office and D.

Larson of your staff on August 9, 1991.

Areas examined during this inspection included activities related to emergency preparedness as described in the enclosed inspection report.

,Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with facility personnel, and observations of activities in progress.

Based on the results of this inspection, it appears that one of your activities was not conducted in full compliance with NRC requirements as discussed in section 2.c of the enclosed report.

The violation is not being cited, because the criteria specified in section V.G of the Enforcement Policy were satisfied.

In accordance with 10 CFR 2.790(a),

a copy of this letter and the enclosure will be placed in the NRC Public Document Room.
