1)NRC Inspection Report No.50-397/88-16, dated July 25, 1988 2)Letter, G02-88-008, GC Sorensen to NRC,"Fire Protection and Safe Shutdown Capability, Response to Safety Evaluation Report", dated 1/11/88 In the NRC's Inspection Report No.88-16 (Reference 1), Item 2.Z (" Minimum Staffing.Needed for Safe Shutdown")was closed by the NRC inspection team.According to the inspection report, closure'was at least partly on the basis of there being three equipment operators included in the five member fire brigade.The Supply System wishes to clarify this by referring to our response to the Staff's SER on this subject (Reference 2').In that response the Supply System-stated that"The fire brigade is~normall (emphasis added)staffed by three oquipmont oper"tors...." The Supply System has consistently met the 10 CFR 50, Appendix R, paragraph III.H requirements by having had at least two plant knowledgable operations personnel in addition to the Fire Brigade Leader on duty at all times.The third position.can be filled by any qualified fire brigade trained member, but is typically filled with a second health physics/chemistry techni-cian.It is the Supply System's understanding that any combination of personnel meeting 10CFR50, Appendix R requirements is acceptable.
