qpf> 2 Docket No. 50-397 Washington Public Power Supply System P.O.

Box 968 3000 George Washington Way.

Richland, Washington 99352 Attention:

Mr.

G.

C. Sorensen, Manager Regulatory Programs Gentlemen:

SUBJECT:

REVISiON 7 TO THE WNP-1 AND 2 EMERGENCY PREPAREDNESS PLAN We have completed a review of Revision 7 to the WNP-1 and 2 Emergency Preparedness Plan submitted under your cover letter of May 20, 1988 (G02-88-120) in accordance with the provisions of 10 CFR 50.54(q).

The results of our review were discussed during a September 1,

1988 telephone conversation between Ms.

G.

Good of my staff and Mr.

R.

Chitwood and Ms. J.

Houchins of your staff.

During the telephone conversation, your staff clarified a number of issues for Ms.

Good.

It is my understanding that most of the issues discussed were editorial in nature therefore, there were no areas in need of immediate change.

However, both staffs acknowledged that Section 6 would have to be revised if changes to Emergency Plan Implementing Procedure (EPIP) 13. l. 1, "Classifying the Emergency",

are made as a result of NRC Inspection Report Number 50-397/88-25.

Our review indicates that the plan, as changed, continues to meet the standards in 10 CFR 50.47(b)

and the requirements of 10 CFR Part 50, Appendix E.

Sincerely, qadi )iria'( 5'()nod R.
