and requests for relief, were discussed in an NRC letter.

This letter from E.

Sorensen (Dated March 27, 1987) granted and denied specific relief requests, and accepted the ISI plan for implementation, based on two enclosed safety evaluations.

The licensee issued interim Revision 1A to the ISI Program Plan on October 7, 1987, to incorporate the information discussed in this NRC letter.

Nuclear Operation Standard Number NOS-33 of the WPPSS Function Manual for Nuclear Operation, entitled "Inservice Inspections",

Revision 2 of March 7, 1987, establishes the methods for preparing, controlling and implementing the ISI program.

Procedure Number 8.3. 1 of the WPPSS WNP-2 Plant Procedures Manual, entitled "ISI and Appendix J Examination and Testing Program Administration and Control",

ualit Assurance Pro ram Operational Quality Assurance Program Description (OQAPD)

WPPSS-QA-004, Revision II, of May 22, 1987 and Plant Quality Assurance Quality Control Program, WMC-015, Revision 36, of January 11, 1987 addressed QA involvement<< in the ISI Program.

The inspector reviewed the latest QA Surveillance Report, Number 2-87-095, issued December 4,

1987.

This report covered survei llances of ISI actives performed during the second refueling outage (RF87A), from April 5, 1987 to June 9, 1987.

No violations or deviations were identified in the areas reviewed.

Inservice Ins ection-Review Of Procedures (73052)

The latest revisions of the following NDE procedures were reviewed by the inspector to assure compliance with the ISI Program:

"ASME Pressure Boundary Work" (Repair/Replacement)

PPM-1.5. 1, Revision 13, of March 28, 1988, "Technical Specification Surveillance Testing Program."

c.

PPM-8.3.4, Revision 6, of May 9, 1988, "Non-Destructive Testing and Examination Program" (Plant Approval of NDE Procedures)

d.

QCI 4-3, Revision 2, of January 22, 1988,

"Magnetic Particle Examination (WNP-2)"

e.

QCI 6-4, Revision 4, of April 26, 1988, "Ultrasonic Examination BWR Inner Radius" f.

QCI 6-23, Revision 1, of April 19, 1988, "Ultrasonic Transducer Evaluation."

All procedures specified qualification and certification of NDE

'ersonnel, where applicable.

The methods of recording, evaluating, and dispositioning findings and reporting requirements were addressed in the procedures in accordance with the applicable code requirements.

The technical content, such as, method of examination, extent, and technique, were adequately described in conformance with the requirements and guidance of ASME Code,Section V.

No violations or deviations were identified in the areas reviewed.

4.

Inservice Ins ection-Observation of Work and Work Activities (73753)

The ten year ISI interval is divided into three inspection periods, each inspection period normally contains three refueling or maintenance outages, during which ISI examinations will be performed.

Approximately one third of the total number of ISI examinations are scheduled to be

completed each of the three inspection periods.

This was the third refueling outage of the first inspection period.

The contractor ISI examiners were provided by Lambert, MacGill, Thomas, Inc.

The inspector reviewed the qualifications and certification records for the ISI examiners, and identified one minor discrepancy.

This discrepancy was resolved satisfactorily by the licensee.

The inspector observed available volumetric examinations performed on main stream piping welds and RPV studs, using the Ultrasonic (UT)

technique.

A surface examination of a main steam piping weld, per the liquid penetrant (PT) technique, was also observed.

No violations or deviations were identified in the areas reviewed.

Inservice Ins ection Data Review and Evaluation (73755)

The inspector reviewed all the available NDE ISI Data Sheets generated on approximately ninety five ISI examinations, performed prior to and during this inspection.

No violations or deviations were identified in the areas reviewed.

6.

The inspector met with the licensee management representative denoted in paragraph j. on May 13, 1988.

The scope of the inspection and the inspector's findings up to the time of the meeting, were discussed.

At this meeting the inspector informed the licensee that additional information had been requested, and that this information would be reviewed later and the findings documented in this report.

The requested information was received, reviewed and the findings included in this report.
