SUBJECT: ASSESSMENT FOLLOWUP LETTER FOR WATERFORD STEAM ELECTRIC STATION UNIT-3 - (REPORT 05000382/2012011)
Dear Ms. Jacobs:
As a result of its continuous review of plant performance, the NRC updated its assessment of Waterford Steam Electric Station, Unit 3. The NRC's evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRC's assessment of your facility. This letter supplements, but does not supersede, the annual assessment letter issued on March 5, 2012.
After reviewing Waterford Steam Electric Station, Unit 3, performance in addressing the white finding documented in NRC Procedure 95001 Supplemental Inspection Report 05000382/2012010, the NRC concluded your actions met the objectives of the Inspection Procedure 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area." Specifically, the NRC determined that you understood the root cause and contributing causes of the safety significant issues, you identified the extent of condition and extent of cause of the issues, and your corrective actions were or will be sufficient to address and preclude repetition of the root and contributing causes. Therefore, in accordance with the guidance in Inspection Manual Chapter (IMC) 0305, "Operating Reactor Assessment Program," the white finding will only be considered in assessing plant performance for a total of four quarters. As a result, the NRC determined the performance at Waterford Steam Electric Station, Unit 3, to be in the Licensee Response Column of the ROP Action Matrix as of July 1, 2012.In accordance with 10 CFR 2.390 of the NRC=s ARules of Practice,@ a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
