Area Inspected: This inspection consisted of the second corporate management meeting and related preoperational activities. The meeting involved dis-cussions by both NRC and the licensee regarding preoperational organization and testing activities. The inspection involved sixty-four (64) hours on-site time by six (6) NRC inspectors.

DETAILS 1.
Management Meeting The second corporate management meeting between the NRC Region IV staff and the Louisiana Power and Light Company staff was conducted at the licenses's offices at Waterford Steam Electric Station, Unit 3, on October 10, 1979.

Purpose and Scope of the Meeti_ng A meeting was held with managenent representatives of the licensee to (1) review the status of construction related problems; (2) identify the change in emphasis of the inspection program; (3) to clarify the licensee's program for staffing the facility during the preoperational and startup testing phases; (4) to determine the quality assurance requirements which would be applicabic during the testing phases; and (5) to advise the licensee of the programmatic requirements of the inspection program for the testing phases.

Items Discussed During the Meeting The general areas outlined below were discussed by the licensee representatives and/or the Region IV personnel. Questions which were raised during the course of the meeting were discussed and resolved during the meeting.
a.
Construction problems which are still unresolved and the remaining construction inspection effort.
b.
Staffing of the facility during preoperational and startup testing.
c.
Status of the preoperational testing program.
d.
Quality Assurance program to be used to implement the 10 CFR 50, Appendix B criteria.

Provisions of the FSAR that IE will inspect against with respect c.
to the licensee's preparation and conduct of testing and operations.
f.
The IE program for selective review of test program elements and licensee activities.
g.
The IE program for inspections against the Technical Specifications'
and 10 CFR 50.59 after the operating license is issued.
h.
The deadlines for the completion of various stages of the testing program.
4.
Site Tour The IE inspector walked through various areas of the site to observe the status of construction progress.
The areas inspected included all levels of the Reactor Building, the Reactor Auxiliary Building and the fuel pool areas.
No items of noncompliance or deviations were identified.
5.
Orientatirn Discussions The IE inspectors held discussions with the following individuals to learn the current status of their respective group activities.
In addition, discussions were held with various construction, operations, technical support and administrative members of the licensee's staff regarding plant safety, training and plant status.

Smiroldo, Quality Control Group Head The inspectors noted that the licensee currently has in training eighteen persons designated to be licensed shif t operators. This is the exact number needed to man the planned six rotating shifts. The inspectors pointed out that this does not provide an allowance for persons who do not pass the NRC Operators and Senior Operators exams, or who choose to change jobs prior to issuance of the facility operating license.
Because of the long lead time required to hire and train people with potential to be licensed operaters, the inspestors suggested that the licensee re-evaluate their needs in this area.
Failure to have the appropriate number of licensed operators and senior operators could delay the issuance of the facility operating license.
No items of noncompliance or deviations were identified.

6.
Exit Interview The inspectors met with the plant manager at the conclusion of the inspection. The scope of the inspection and the findings were discussed.
