Inspection on November 7-8, 1979 (Report No. 50-358/79-34)

Areas Inspected: Routine, announced preoperational inspection of emergency planning for Unit 1, including review of the licensee's proposed emergency planning implementing procedures and observation of emergency planning pre-paration.

The inspection involved sixteen inspector-hours on site by one NRC inspector.

Results: No apparent items of noncompliance or deviations were identified during this inspection.

Emergency Planning Preparation A technical review meeting, open to the public, was held between the licensee representatives and NRC representatives on November 7, 1979, regarding the need to revise the licensee's proposed emergency plan dated July 1979 in accordance with new guidance in NUREG 0578 and 0610. Revisions to the licensee's emergency plan are due from the licensee on December 17, 1979. On November 8, 1979, the meeting on emergency planning was open to the States (Ohio and Kentucky) and local counties, and to the public.

The licensee's revised emergency plan will be reviewed by NRC prior to its approval. The inspector will examine the licensee's coordination with offsite support agen-ies during a furture inspection.

Emergency Plan Implementing Procedures (EPIPs)

At the time of this inspection, the licensee had prepared the follow-ing twelve EPIPs.

The licensee will be required to review these procedures in light of of revised emergency plan. This list of procedures is considered to be incomplete and will remain as an open item. They will be reviewed during a further inspection.

4.

Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on November 8, 1979. The in-spector summarized the scope and findings of the inspection. The licensee acknowledged the need to revise the EPIPs to be in accordance with new NRC guidance.
