The status of the NRC review of the more significant open construction items was discussed as follows:

a.

Seismic Supports Attached to the Containment Leak Chase Channels The NRC will request CG&E to respond formally to questions regarding the adequacy of attachments to the leak chase channels.

b.

Open Electrical Items The NRC had requested that objective evidence of the environmental qualification of electrical qualifications be made available to the NRC on site.

The licensee responded that they anticipated some problems in fulfilling this request but was working on resolving this issue.

c.

Hangers, Snubbers and Seismic Supports 4b The NRC commented that a significant amount of calculations, redesign and installation work remained and advised that CG&E should maintain a close overview of this program to insure compliance with regulatory requirements.

Recirculation Piping The inspector commented that further information from the NSSS vendor was required to determine the adequacy of heat treat documentation for certain recirculation piping.

QA and QC Overview i

The inspector emphasized the importance of maintaining a vigilant and thorough QA and QC program during the remainder of the

construction program.

2.

The status of the review of the preoperational program was discussed as follows:

a.

Core Support Pla*.e Alignment and Bent Pins The inspector commented that further inspection and/or informa-tion was required to resolve these two issues.

b.

Operational Staffing The licensee stated that additional staffing of the QA and operational organization was in progress.

The inspector stated that this item would be reviewed.

c.

Preoperational Test Program The inspector commented that only a small percent of the preopera-tional test program was completed to date.

The inspectors will continue to follow the items of concern that have been identified in previous inspections.

3.

The NRC emphasized that it was extremely important that the licensee have tight control of personnel errors before the end of the preoper-ational test period and that a high incidence of personnel error would not be permitted during initial operation.

4.

The regional director discussed several items related to post TMI pclicies, procedures and disciplines.

CG&E management indicated its co.porate committment to quclity of construction and safety of testing and plant operation.
