Areas Inspected: Routine, unannounced inspection of operating and emergency procedures.

In addition, this rept*t documents the meeting between licensee, General Electric, and NRC personnel on July 31 and August 1, 1979 to discuss proposed Zimmer Technical Specifications.

The inspection involved approxi-mately 20 inspector-manhours onsite by one NRC inspector.

The meeting involved 14 manhours onsite by one NRC inspector.

Results No items of noncompliance or deviations were identified.

Review of Operating and Emergency Procedures The inspector reviewed selected operating and emergency procedures which had been approved by the licensee, a.

Review of the following procedures retulted in comments (noted below).

The inspector will follow the status of the resolution of these con-cerns during future inspections.

OP. E0P. 02 - Small Piping Breaks Inside Primary Containment (Rev. O, May 27, 1979)

This procedure did not require that personnel attempt to isolate the break.

OP. E0P. 05 - Anticipated Transient Wittput Scram (ATWS) (Rev.0, May 31, 1979)

The immediate actions of this procedute Should be resequenced to require that more time consuming methods of inserting control rods are attempted only after methods which can be rapidly accomplished have failed.

OP. E0P. 15 - Loss of Service Water (Rev. O, June 7, 1979)

A statement should be added at the beginning of the supplementary actions of the total loss of service water section of this procedure to insure that personnel are cautioned to be alert for equipment degradation while attempting time consuming efforts to restore service water.

OP. E0P. 16 - Control Rod Malfunction (Rev. O, May 24, 1979)

The section of this procedure covering uncoupled rods should be modified to ensure that control rod insertiens do not result in unacceptable core peaking.

In addition, the section dealing with drif ting control rods should be modified to specify the positions at which involved control rods should be left when drifting continues.

OP. E0P. 25 - Loss of Reactor Feed Flow (Rev. 0), June 20, 1979)

Step 3.5 of Section A (Loss of One Reactor Feed Pump) should be expanded to provide guidance on how reactor vessel level is to be returned to normal.

In addition, Steps 3.3 and 3.4 of Section B (Loss of Both Reactor Feed Pumps) should be more explicit as to which sections of the scram and turbine trip procedures apply.

OP. IPOP. 01 - Startup (Rev. O, June 20, 1979)

This procedure should be modified to specify the steps to be followed when establishing a hot standby condition.

In addition, Step 5.6.E should be revised to more clearly indicate the desired IRM range switch position.

Meeting at Zimmer Site on July 31 - August 1, 1979 On July 31 - August 1, 1979, Messrs. J. Menning from Region III and R. Bottimore from NRR met with Mr. P. Hoffmeier and other members of the Zimmer technical staff to discuss proposed Zimmer Technical Specifications. Two representatives of the General Electric Company also participated in these discussions.

4.

Exit Interview The inspector met with Mr. J. Schott at the conclusion of the inspection on July 25, 1979.
