REOUALIFICATION PROGRAM EVALUATION AND BWR POWER OSCILLATION INSPECTION, REPORT NO. 50-354/89-12 (OL)

This attachment responds to your request for a written reply to discuss actions planned or taken to address weaknesses identified by.your letter which transmitted the subject evaluation report.

Specifically requested by your letter were actions pertaining to 1)1 examination preparation; and 2) examination grading and analysis.

In attempting to address the cause of the weakness in quality control identified for the examination process, the lack of a well-defined process to implement the requirement of Operator Licensina Examiner Standard, section ES 601 is apparent.

By providing procedural guidance and checklists for use by personnel developing, revir,ing or validating license operator requalification examination materials, commission of attention to detail errors, as noted throughout the report, will be reduced.

Written guidance of this type will assist in reducing errors during 1) initial, examination preparation; and 2) during the grading and. analysis of the requalification examination.
