Security Drill Program A.

Scope of Inspection The inspector conducted an indepth review of the licensee's program for conducting contingency drills to evaluate its effectiveness and its impact on routine security activities.

The inspection consisted of reviews of selected drill scenarios and critiques. The inspector also reviewed alarm records and access control logs for areas in which drills were conducted, and interviewed both licensee and con-tractor members of the security organization.

B.

Results The inspection determined the following concerning the licensee's drill program.

  • The Training Department conducts one drill per shift per month on Contingency Plan Events. Members of the Training Department and the licensee's security staff monitor these drills to insure that neither safety nor security are compromised.
  • Shift Lieutenants conduct a minimum of one drill per shift per month.

These drill are preplanned and the Lieutenants select the drills from an inventory of drills maintained by the Training Department.

Licensee Security Shift Supervisors monitor these drills.

  • One drill per quarter is conducted with Local Law Enforcement Agency participation (LLEA).

The drills are monitored by the Training Department and licensee's security staff.

  • A critique is conducted of each drill and another drill is conducted for any portion of a drill that is determined to be less than sati sfactor w s
  • One alarm station is used during a drill, while the other alarm station monitors routine activities. The alarm station participating in the drill, however, still acknowledges all actions by the other alarm station.
  • No alarm systems are deactivated during drills and all access control requirements are continued in force.
  • Posted security personnel remain on post and carry out their post instructions during drills. Most drills include armed responders and, in the event that a response condition occurs during the drill, the drill is terminated. Watchmen on post in areas which are included in the drills also participate in the drills by providing informatien; however, the watchmen are expected to carry out all duties assigned to their posts.
  • Security Personnel are brought in on overtime to participate in the quarterly drills that have LLEA participation, if the drills are expected to span several hours.
  • Critiques are indepth and comprehensive.

Critiques that identify portions of drills that are less than satisfactory result in instruc-tions to upgrade the areas of weakness and the drills are performed again within a short time.

Based upon the above, the inspector found that the licensee's program for conducting contingency drills is an effective system for active simulation of safeguards contingency events that reinforces security training, up-

grades overall personnel performance and proficiency, and aids in maintain-

ing a heightened awareness of security requirements by the security force.

The inspector met with the licensee representatives listed in paragraph 1

at the conclusion of the inspection on December 30, 1986. At that time, the purpose and scope of the inspection were reviewed and results of the inspection were presented.
