This refers to the routine safeguards inspection conducted by Mr. G. L. Pirtle and Ms. G. Christoffer of this office on July 6-10, 1981, of activities at che Davis-Besse Nuclear Power Statiori, Unit 1, authorized by NRC Operating License No. NPF-3 and to the discussion of our findings with Mr. T. D. Murray and other members of the Toledo Edison Company at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations. and in-terviews with personnel. Additionally, progress in implementation of the Security Improvement Plan provided to Region III on February 19, 1981, was also reviewed.

The inspection results indicate that significant improve-ments have occurred in all areas inspected.

During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in enclosed Appendix A.

A written response, submitted under oath or affirmation, is required.

In your response to this item, please indicate why your corrective action is expected to be more successful in preventing future similar noncom-pliance than the corrective action specified in your March 12, 1981 letter. You are alao requested to respond to the security area of concern identified
