Nuclear Support Branch Inspection Summary Inspection on October 27, 1977 (Report No. 50-346/77-31)

Areas Inspected:

The inspection consisted of a meeting to discuss with corporate and site management the function of the Inspection and Enforce-ment and the function of the Division of Operating Reactors as it applies to the Davis-Besse Plant during the operational phase.

Management Interview This management meeting was held to discuss in detail the function of the Office of Inspection ar.d Enforcement during the operations phase of the Davis-Besse Unit 1 Nuclear Plant.

Included in the

discussion were such items at the IE policy on unannounced inspec-k tions, conduct of management interviews after each inspection, requirements for reporting problems, inspector's need for access to information, policy on press releases and methods of taking enforcement action.

A summary was made of matters requirinF further resolution by the licensee. These matters related to staffing, excessive number of actuated control room annunciators, use of temporary procedures, need to reduce personnel errors, improving effectiveness of manage-ment controls and improving site. orporate office relationship.

The licensee acknowledged the inspectors' comments and stated that corrective action reviews were underway in many of the areas discussed by the inspector.

  • The function of the Division of Operating Reactors was discussed including the transfer of licensing responsibilities from the Division of Project Management to the Division of Operating Reactors and the method of performing licensing actions such as expedited changes in technical specification and amendments to the license.
