Inspection Summary Inspection on April 18-20, 24, and 23, 1977 (Report No. 50-346/77-1:0 Areas Inspected,:
Rautina, announced inspection of new fuel inspecLion and fuel loading activities. The inspection invnived 27 1/2 inspector hours onsite by one NRC inspector.
Results: Of the two areas inspected, no items of noncompliance or deviations were identified. One item inspected related to valve line-up was identified as an unresolved item.

No major defects were

found during the fuel inspection but small pieces of springs

Initial Fuel Loading The inspector reviewed records and proceduren associated with the initial fuel loading operation.
Tn addition, chemistry and opera-ting personnel were interviewed and observed during the fuel loading operation. Licensee compliance with Technical Specifica-tion requirements were also inspected.
During a visit to the control room the inspector discussed Technical Specification requirements asscciated with operable boration paths with the operator. The inspector, while examining the flow paths, asked the operator about the isolation of the reactor coolant ayatem
.j from possible dilution paths. Of particular concern was the iso-lation; of the clean radwante recycle lines from the charging line. An operator was dispatched from the control room to check the valve lineups. He reported that all the necessary valves were closed.
