1.

General The licensee's administrative and procedural controls for implemen-tationof the radiation protection program were anmined during this inspection. This examination included a review of the management control aspects, including organizational structure, responsibilities and authorities. The status of radiation protection training activit-ies, facility construction, and instrrment and equipment acquisition

3.
Organization The licensee's Chemistry and Health Physics Department organization ra==4na unchanged from the previous radiation protection inspection.
The two remaining unfilled positions in the department, Assistant Chamiatry and Radiation Testor and the recently created Assistant (-]
Chemist-Health Physicist, are expected to be filled within tha next few months.
The Chemistry and Health Physics Daparment, when fully staffed, will include twelve personnel.

This training was conducted by the C&HP.otaff and by General Physics Corporation. The licensee stated that testing was performed to deter-mine the adequacy of the training methods and the level of under-standing of the participants.
The i' spectors discussed proposed methods a
of training new employees with the licensee and will review such training during future inspections.
Testing methods will also be ar==ined during a subsequent inspection.

Other Training The inspectors presented their comments on administrative procedure I

AD 1828.03 " General Orientation Training" to the Training Coordinator

and discussed the plans for future implementation of this procedure.
The licensee is presently conducting classroom training, including basic radiation safety instruction which should satisfy that portion of the general orientation training requirements.
Approximately one third of station staff has completed this training.
6.
Radiological Protection Procedures b
The inspectors reviewed the status of procedure development including an -4 nation of the specific ppcedures received during the previous.

No major discrep-ancies were noted. The inspectors did note that further effort is necessary in the general area of uniform

maintaining control of airborne exposure; including noble gases, was discussed with the licensee.
The licensee indicated tha* the subject would be addressed in a procedure. These items will be examined in further detail during a subsequent inspection.

Facilities and Equipment A tour of the maj'r radiation protection related facilities was conducted o
No discrepancies from FSAR descriptions were noted, but incomplete construction activities prevent. a final determination of facility adequacy at this time. The licensee had not yet received radio-chemistry laboratory or survey instrumentation.
These items will be ermained during a subsequent inspection.
Licensee personnel indicated that a final determination on usage of high radiation area control mechanisms had not been reached.
Present Itcensee intentions are apparently to seek relief from the access control requirements of 10 CFR 20.203.c.2 for certain high radiation areas. This item
