Current Findings This inspection included a management meeting and a review of the Davis-Besse Nuclear Power Station Emergency Flan listed as Appendix 13 D to the FSAR with the most recent revisions dated March 1975.
The following specific areas were discussed in detail.

Cencral The inspection consisted of a meeting with plant management and other personnel associated with emergency planning.
A I?lan, listed as Appendix 13D to the FSAR, was reviewed and specific sections discussed with respect to liRC requiremer.ts.
The details of Title 10, CFR, Part 50, Appendix E were discussed as were the requirements of an Emergency Plan in General.

Agreements and Coordination with Offsite Agencies Letters of agreement from offsite agencies listed as Appendix C to the Plan were reviewed.

4V; The necessity of maintaining complete and updated letters of agree-ment was discussed with the licensee.
The value of an annual contact with representatives of the off site agenci s, to e f fect adequate coordination, t.aining and retraining of prinary agencies was also discussed with the licensee's representatives.

Facilities and Equipment The equipment scheduled to be located in the Emergency Control Center (ECC) vas discussed, and the ECC site visited.
The equipment inventory list did not reflect the quantity of all classes of items.
The importance of maintaining a minimum availability of essential items was discussed with the licensee.
The site of the ECC uns visited which is located as described in the Plan.
Preparatory activities for construction of the center were in process at the time of this inspection.
The signi.ficanceof a description and inventory list of equipnent entitled " Portable Radiation Survey Instruments" var discussed.

5.
Medical Arrangements a.
Onsite Medical Facilities
.
The facility described in the Medical Emergency Plan section for onsite emergency medical treatment uns examined.
Discussions, were held regarding the First Aid Treatment supplies and equipment planned for the facility.
Planning for this facility has been coordinated by the Lead Medical Coordinator specified in the plan.
The Emergency Plan indicates that this physician has attended the United States Atomic Emergy Commission Training Seminar on Medical Care and a workshop on Medical Planning Aspects of Radiation Accident !bnagement.
He is one of three physicians available to Davis-Besse Station.
The licensee representative stated that the physicians have agreed to come to the station and provide necessary treatment in the Station's Medical Facility.
The contents and inventory of the " Medical Station Medical Supplies" and the First Aid Kits are listed in the Emergency Plan.
Discussions were held regarding the stocking, maintenance and inventory of the contents of the First Aid Bags.
This item will be followed up on a subsequent inspection.

Onsite Decontamination Facility

The decontamination facility at the Station is in close proximity to the Medical Facility and the Health Physics Monitor Room.
It will allow for decontamination of injured p'crsonnel beyond the capability of the Medical Facili ty.
Decontamination equipment is not currently located in this facility.

Trained First Aid Personnel The "First Aid Team" section as contained in the Emergency Plan lists.the Team membership by position, response and training requirements.
Team leaders are to have current American Red Cross Standard Cards uhich require retraining every two years.
Team members are to be instructed on a continuing basis by the TECo Accident Prevention Department.

Offsite Support Arrangements have been made with an ambulance / transportation service, qualified physicians and offsite medical treatment facilitics, both short and long tarn.

Training

Current and proposed training and retraining of both station and select offsite support agency personnel was discussed with the Training Coordinator.
The scope of the training to be provided is

related to the needs of the individual groups involved.
Documentation was also reviewed and the licensee representative indicated that documentation will be kept in an easily auditab]c form.
7.
Implementing Procedures A list of " Emergency Plan Procedures" appears in Appendix E of the Davis-Besse Nuclear Power Station Emergency Plan.
The licensee indicated that the implementing procedures would be developed.
The objectives of the Plan and its procedures were discussed.
The Emergency plan implementing procedures will be examined as they become availabic.
8.
Tests and Drills The conduct of periodic tests and drills was reviewed with the licensee.
The inspector stressed the importance of using the test results to change and strengthen the Emergency Plan.

The inspector specified that a test demonstrating the workability of all facets of the Emergency Plan should be conducted three

months prior to fuel loading and be observed by a NRC inspector.

General Plan Comments The FSAR Appendix 13D Emergency Plan was discussed and the follouing topics highlighted:
- The Emergency Plan implementing procedure call list including telephone numbers and the frequency of updating such lists.
- The necessity of review and updating of the emergency plan to assure it is in current status.
'The maintenance of documentation of emergency planning activities for retrievability and auditability.
