Results of SALP The NRC SALP Board conclusions and recommendations were discussed.
The licensee representatives discussed their perception of the SALP report and described actions planned to address specific items in the report.
The discussion centered around the licensee's ability to utilize available resources to critically assess events Jnd deficiencies in the operation of their facility and then to followup their assessment with thorough corrective action.

Engineering and Construction

.(1)' Several violations were discussed and the' root cause appeared
<
.to'be a lack of understanding of the design basis and proper operation of the' system by the licensee's staff.
(2) The licensee was encouraged to continue its engineering design basis development program and implementation of the systems engineer program.
(3) The integration of the engineering improvement program into-
-operations, maintenance, testing and training was discussed and recognized as a major contributor to the licensee's performance in this fun,ctional area.
The' licensee committed to continuing the design basis development-and systems engineer programs.
The licensee had presently 25 system engineers and,5 supervisory engineers in the program, b.
Quality Assurance Reorganization (1) -The licensee. was encouraged to continue the increase

involvement in site maintenance activities by the Quality Assurance (QA) organization.
It was noted that an additional 14 personnel were added to the QA staff making a total of 40, which all but eight are at the site.
(2) Formation of the Performance Monitoring / Events Analysis group was taken as a positive step of monitoring and trending licensee activities and in identifying areas of declining performance.
(3) The licensee was to be commended for the work done last year in this area, however, they should understand that they are in a critical stage of personality development and that a lot of effort and improvements were still needed.
The licensee stressed their continued support of the QA involvement in the site activities as well as *he serformance monitoring / events analysis group.
The licensee +ch IN the QA organization was getting better.and was~more agg: aio in its audits of plant activities.'
In' addition, the Qn pec.,r,nel were having a higher involvement of all activities, rather than just surveillance actirities.

Radiological Controls Several licensee problems were discussed, notably the spent resin cask transfer event, inadequacies in controls for issuance of respirators'to workers, failure to maintain records of radiation and contamination surveys, and lack of attention to detai,, __

activities..The license indicated that holding people accountable would be a major step in: eliminating some of the problems.
