Keuter, Manager, Technical Service Management Conference On January 23, 1987 a Management Conference was held at the NRC Region V office in Walnut Creek, California, with the individuals listed in paragraph 1 in attendance. The conference was related to the licensee's performance in the recent emergency preparedness exercise conducted.on November 19, 1986. The results of this inspection have been documented in report No. 50-344/86-4 Following brief opening remarks by the Deputy Regional Administrator, M Scarano discussed the NRC's concern regarding the poor performance by some of the licensee's staff during the exercise and by management's apparent lack of involvement in the emergency preparedness program at the working level. Mr. Scarano specifically noted the lack of a serious attitude displayed by some members of the licensee's emergency respons organization during the exercise. The licensee agreed that the performance during the exercise was unsatisfactor Following Mr. Scarano's remarks, Mr. Walt presented PGE's. Radiological Emergency Response Program (RERP) Improvement Action Planfor addressing the NRC's concerns. The plan consisted of seven major components outlined as follows: Improvement Evaluation. Quality Assurance. The licensee is undertaking.to, improve the-quality of the emergency preparedness program by. separating the annual quality assurance audit from the annual exercise. .The licensee further proposes to include on the audit team an auditor who is knowledgeable in the area of emergency-preparedness. Consideration is being given to_ exchanging emergency preparedness staffs with other utilities for the audits. In addition, the Quality Assurance Department will perform routine surveillances of performance during exercises and selected drill ~
