REPORT NOS. 50-335/85-36 AND 50-389/85-36 This refers to our letter of March 26, 1986, which acknowledged receipt of your March 12, 1986, letter responding to our Notice of Violation issued on February 10, 1986, concerning activities conducted at your St. Lucie facility.
Our letter deferred evaluation of your response to the proposed violation of Technical Specification (TS) 3.4.1.4.2 to allow consultation with the Office of Nuclear Reactor Regulation (NRR) regarding the correct interpretation of that TS.
NRR has confirmed our interpretation that operation of Unit 1 in Mode 5 with two reactor coolant loops partially drained, two shutdown cooling loops operating, and only one component cooling water heat exchanger operable violates Unit 1 TS 3.4.1.4.2.
Operation in Mode 5 with loops partially drained relies on operability of the shutdown cooling loops and their support systems to remove decay heat.
The staff requires redundancy for protection against single failures to assure decay heat removal for all modes of operation. This policy was stated in the enclosure to a letter to pressurized water reactor licensees dated June 11,1980, from Darrell G. Eisenhut, Director, Division of Licensing.

case, one train of component cooling water (CCW) was out of service and one train of CCW was in service on October 28, 1985.
Protection against single failure was not assured and failure of the one CCW heat exchanger in service would have prevented decay heat removal.
We have concluded that the violation should stand as stated in the Notice of Violation. We request that you submit to this office within 30 days of the date of this letter a written statement describing corrective steps which will be taken to prevent recurrence of this violation and the 'date when full compliance will be achieved.
We understand that you might desire to meet with the NRC staff to discuss possible changes to your TSs; we will contact you separstely on that issue.
The response directed by this letter is not subject to the clearance procedures of the Office of Management and Budget issued under the Paperwork Reduction Act
