SUBJECT: INSPECTION NOS. 50-334/90-80 AND 50-412/90-80 This refers to your letter dated October 22,1992, which discusses the need to extend your original commitment date of September 1,1992, for in-plant walkdown of Emergency Operating Procedure . Attachments and associated satellite procedures to March 31,1993.

Thank you for informing us of the corrective and preventive actions taken to date and of your expected schedule of completion. Based on a previous review of your procedures (July 1991)

and a review of the proposed schedule, we have concluded that your proposed delay will not compromise plant or public safety. We understand that identification of any deficiencies that could pose such a problem will be promptly corrected by issuing an Operating Manual Change Notice to the affected procedure. Final corrective actions will be examined during a future inspection cf your licensed program.

By istter dated July 13, 1990, our response to the inspection report provided a schedule for EOP satellite procedure walkdowns. All walkdowns were to be completed by September 1, 1992.

However, approximately 25% of the walkdowns were not completed on the specified schedule.

Approximately one-half of the procedures that were required to be walked down were to be completed in conjunction with the Procedure Upgrade Project (PUP). Delays in the completion of this project prevented some of these walkdowns from being completed on schedule.

Additional support was necessary for other procedure related projects including station blackout, outage support, and participation with industry working groups.

Presently, 75% of the required procedure walkdowns have been completed. The remaining procedure walkdowns will be completed by March 31, 1993. Attachment 1 provides a detailed schedule for completion of EOP walkdowns, Abnormal Operating Proceditre (AOP)

revisions, and future EOP revisions to incorporate Revision 1B of the Emergency Response Guidelines (ERG).

  • In order to maintain the remainder of the upgrade project on schedule, the ECP satellite procedures will be walked down by March 31, 1993
  • Any identified discrepancies will be resolved (through procedure revision, Operating Manual Change Notice (OMCN) or other resolution) by December 31, 1993 2. Incorporation of Abnormal Operating Procedure (AOP) Lwalkdown comments (both units)
  • Completion of Unit 2 AOP walkdowns by December 31, 1992
  • Review open Operating Manual Deficiency Reports (OMDRs)
  • Review discrepancies generated during walkdown of AOPs
  • Draft changes to AOPs
  • Perform appropriate validation

  • Obtain Onsite Safety Committee (OSC) concurrence
