Hood, Licensing Project Manager, NRR Meeting Details This meeting was conducted to introduce the licensee to the NRC inspection program as it relates to the Pre-operational and Power Ascension Program, to discuss construction matters requiring resolution before issuance of an operating license, and to obtain an understanding of the licensee's program for staffing, startup and operation of the Midland facility.
The following specific items were discussed:
1.
NRC personnel discussed the change in emphasis of the NRC inspection program including the schedule for placing Operations Branch resident inspectors at the Midland site and the interfacing between the Operations and Construction Branches.
NRC personnel also discussed the objective of the NRC inspection program during the pre-operational and startup testing phases and discussed inspection activities described in Appendix B of Regulatory Guide 1.68.

Licensee personnel made, presentation concerning the program for staffing to support the Preoperational and Power Ascension Program; interfaces between organizations; organization structures; and the method of reviewing and approving of test procedures and test results. The licensee's presentation included information which indicated the licensee has fully recognized the applicability of quality :ssurance requirements for the pre-operational and startup testing and operational phases, 3.
NRC personnel mele a presentation of construction items that required resolution prior to fuel loading. It included the following:

The Regional Director concluded the meeting with comments on the need to place additional emphasis on ensuring that the construction and testing of the Midland site is completed in accordance with regulatory requirements before the NRC can make a positive finding for approval of an operating license.
