Inspection Summary:
Inspection on August 26-27, 1980 (Report No. 50-329/80-24; 50-330/80-25)
Areas Inspected: Routine unannounced inspection of environmental monitoring including: management control; implementation and results of preoperational radiological and nonradiological environmental monitoring programs, and implementation of environmental protection requirements.
The inspection involved 13 inspector-hours on site by one NRC inspector.
Results: No apparent items of noncompliance or deviations were identified.
One significant inspection finding was made in the area of preoperational radiological monitoring (paragraph 4).

General The inspection ccasisted of an examination of the licensee's pre-operational radiological and nonradiological environmental monitoring programs, the construction phase environmental protection program, and their implementation. The licensee's Environmental Report, Operating License Stage, and construction permits were utilized as the primary inspection criteria.

Environmental Program Management The inspector examined the licensee's Environmental Scope Documents, dated 1979, which define the areas of responsibility for management of the radiological and non-radiological monitoring programs. The radiological program is managed by plant personnel, while the Environ-mental Services Department of the corporate office manages the non-radiological programs. The contractor for the radiological program is Eberline Company; Lawler, Matusky and Skelly Engineers is the contractor for the non-radiological aquatic programs ; Murray and Trettel conducted the Fog Observation program; and Michigan State University performed the Waterbirds Study.

Radiological Environmental Monitoring Program The inspector reviewed the licensee's procedure CHP 8290.1, Revision 1, entitled " Radiological Environmental Monitoring Program", which describes the licensee's radiological program.
No problems were identi-fied.
In response to an observation made during a previous inspection,1/
the. inspector examined the placement of the TLD packages. As noted previously, some TLD packages are mounted in such a manner as to partially _ shield the TLD's from background radiation. The licensee stated that these TLD packages will be repositioned correctly by September 30, 1980. This item will be examined in a future inspection.

The radiological program presently conducted includes monitoring of

surface and ground water, vegetation, sediment and fish, in addition to the TLD's.
The placement of air sampling stations has been postponed, due to the recent slippage in the estimated fuel loading dste. Results of the program were selectively reviewed from February,1979 to July,

At this stage of construction, environmental protection consists mainly of dust control. The licensee uses water and chemicals as
