The licensee has trained and certified QC inspectors to Inspection Instruction 19. Training records were reviewed and found to be comple.te and satisfactory. The inspections from June 1982 have been performed ari documented.
The batteries have been transferred to nuclear power and are being maintained and inspected under;the nuclear

power surveillance program.
Records showed that the batteries are being maintained and inspected routinely by Nuclear Power Maintenance.
A discharge test will be performed on these batteries before they are placed in service.
b.
(Closed) Violation 327-328/84-33-02, The Megger Daily Calibration Log was not signed by QC Inspection personnel as required by procedure.
The licensee's response of January 18, 1985 has been reviewed and found to be acceptable. As stated in the licensee's response, the retraining has been performed for QC inspection personnel and Construction Procedures P-4 has been revised.
The revision clarifies the daily comparison checks and requires a yearly calibration of megger instruments.

IE Bulletins (IEBs)
a.
(Closed) IEB 84-02, Failures of General Electric Type HFA Relays in Use in Class IE Safety System. The licensee response to this bulletin, by letter, dated March 12, 1982, states that no relays needed to be replaced at Sequoyah.
The relay coils identified in the bulletins were replaced by the licensee prior to the issue of the bulletin. The licensee recog-nized the HFA relay coil problems in October 1972, when they issued a Special Maintenance Instruction (SMI) 0-202-1, titled, " Inspection of Type HFA and HGA Relays on 6900 Volt Shutdown Boards." The SMI identifies the various problems with the HFA relays and requires replacement of any relay coils which are deficient. Consequently, a decision was made later to replace all 148 relay coils installed in the 6900 volt shutdown boards with the new " Century Series" coils. Records of the inspection replacement, adjustment and post-maintenance testing were examined by the inspector, b.
(Closed) IEB 80-09, Hydramotor Actuator Deficiencies.
The licensee's response to this bulletin was transmitted by letter, dated February 16, 1982, which stated that no Hydramotor Actuators were used at the plant.
The inspector requested the licensee to verify that there were no actua-tors added since 1982.
As a result of this request, three Hydramotor Actuators were identified as having been installed.
These three actuators, however, do not have the problem identified in the IEB.
c.
(Closed) IEB 85-02, Undervoltage Trip Attachments of Westinghouse 08-50 Type Reactor Trip Breakers.
The licensee's response, dated December 3,1985, requires that the automatic shunt trip modification be installed.

d.
(0 pen) IEB 80-20, Failures of Westinghouse Electric Corporation Type W2 Spring Return to Normal Control Switches. The inspector was informed by licensee representatives that this bulletin is complete except for one work package. This item will be inspected at a later date.
6.
Inspector Followup Item (0 pen) IFI 327/81-12-02, " Blown Fuse Alarm Design Deficiency".
The licensee informed the inspector that this item has not been completed.
